Regular, Full-Time, RCUH Non-Civil Service position with the Applied Research Laboratory (ARL), located at the University of Hawai‘i (UH), Mānoa Innovation Center (MIC), in Honolulu Hawai‘i. Telework (from employee’s residence city and state) may be permissible subject to review and approval by Principal Investigator and RCUH. Continuation of employment is dependent upon program/operational needs, satisfactory work performance, availability of funds, and compliance with applicable Federal/State laws.
MONTHLY SALARY RANGE: $11,000 - $14,000/Mon.
DUTIES: Responsible for the modernization of technology and business process improvements and to implement continuous improvements for ARL. Identifies and implements strategies to maximize resource utilization, improve operations, and achieve cost savings. Improves policies, addresses challenges, and oversees organizational/operational changes. Tests and evaluates the performance of new systems/processes relevant to ARL efforts and disseminates findings. Manages and operates the modernization initiatives/plans. Identifies operational needs, building business cases, driving development and using the available technologies to optimize the work throughput. Provides leadership and direction for the planning, execution, monitoring, and reinforcement of the modernization initiatives. This includes defining services, establishing standards and processes and delivery and reporting on service metrics. Responsible for the implementation of short-range and long-range goals and business plans. Develops, implements, and maintains policies and procedures to support the modernization and business improvements. Collaborate with cross-functional teams to ensure the effective implementation of new technologies and processes. Provides training and support to staff on new policies, procedures, and technologies. Collaborates with PIs, ARL Director, CC Directors, Program Managers, Project Leaders, and Project Administrators. Responsible for completing and disseminating modernization initiatives/plans reports. Acts as a liaison and alliance builder at the executive level to establish relationships with senior leaders, managers, support offices, and key stakeholders. Develops techniques to enhance communication to facilitate joint efforts and to facilitate the accomplishments of the modernization initiatives. Responsible for overseeing and managing the student internship program. Provides ongoing support and guidance to interns. Acts as a liaison between interns, supervisors, and mentors to facilitate communication and provide a valuable learning experience for students.
Job Requirements: PRIMARY QUALIFICATIONS: EDUCATION: Bachelor’s Degree from an accredited four (4) year college or university in Computer Science, Information Technology, Engineering, or related field. EXPERIENCE: Ten to twelve (10-12) years of related work experience devising solutions to the rapidly emerging technical and business challenges encountered in research and development workplaces. Experience working with modernization initiatives or plans. Experience with business management or strategy. Experience includes at least two (2) years managing personnel. KNOWLEDGE: Proven ability to work in a fast-paced, forward-thinking, and constantly evolving team environment with a solid intuition for technology and its ability to drive business value and outcome-driven results. Demonstrated ability to understand complex business problems, develop strategies to tackle problems and synthesize detailed information into messaging that is relatable to multiple audiences and management levels. Proficient with computer technology, operations, hardware and software, with the capability to learn other aspects of operating and maintained a network (e.g., information assurance, cybersecurity). Strong managerial skills, sound judgement and excellent interpersonal skills to support internal and external collaborations. Strong analytical and problem-solving skills. Excellent communication and interpersonal skills. Ability to work collaboratively with diverse teams. Proficiency in business process modeling and analysis tools. Ability to work independently. Ability to establish work standards/expectations and clear direction to meet goals and objectives of ongoing work for direct reports. Ability to effectively conduct work remotely. ABILITIES & SKILLS: Ability to provide guidance, motivate, and engage direct reports through effective communication and leadership. Ability to assign work and to establish work rules and acceptable levels of quality and quantity of work. Ability to review work and evaluate performance and develop required job competencies of direct reports. Ability to effectively communicate strategic goals, plans, and budgets in writing and verbally. Ability to supervise administrative personnel and maintain strong working relationships with external partners, sponsors, and stakeholders. Ability to establish work standards/expectations and clear direction to meet goals and objectives of ongoing work for direct reports. Must be analytical while using acquired experience to work pragmatically and efficiently. Requires attention to detail, ability to multi-task and a high degree of independence. Must be a U.S. Citizen, a requirement of the Government security investigation to meet eligibility requirements for access to classified information. Ability to travel 10% of the time as job duties demand. Ability to manage multi-disciplinary teams to collaboratively develop, implement, and evaluate ARL objectives related to modernization. Ability to write effective policies and procedures and to communicate project progress and results in writing and verbally. Ability to effectively coordinate and manage external contractors and vendors on modernization systems and tasks. Ability to establish work standards/expectations and clear direction to meet goals and objectives of ongoing work for direct reports. Ability to provide guidance, motivate, and engage direct reports through effective communication and leadership. Ability to assign work and to establish work rules and acceptable levels of quality and quantity of work. Ability to review work and evaluate performance and develop required job competencies of direct reports. Ability to effectively conduct work remotely (e.g., telework) as applicable. Post Offer/Employment Condition: Must be able to obtain and maintain a security clearance based on a tier-3 background investigation to access classified information. Must be able to complete the UH Title IX training within twelve (12) months from date of hire. Must be able to complete the UH Information Security Awareness Training (ISAT) within two (2) weeks from date of hire, and re-certify every twelve (12) months. PHYSICAL/MEDICAL DEMANDS: Must be able to lift and carry up to thirty (30) pounds unassisted from ground level while in a standing position. Ability to perform repetitive keyboard entry for twenty to forty (20-40) hours per week. Must be able to travel, including in an aircraft under pressurized conditions and airport environment. SECONDARY QUALIFICATIONS: Certification in project management or process improvement. Experience in change management and organizational development.
