Regular, Full-Time, RCUH Non-Civil Service position with the Applied Research Laboratory (ARL), located at the University of Hawai‘i (UH), Manoa Innovation Center (MIC), in Honolulu, Hawai‘i. Telework (from employee’s residence city and state) may be permissible subject to review and approval by Principal Investigator and RCUH. Continuation of employment is dependent upon program/operational needs, satisfactory work performance, availability of funds, and compliance with applicable Federal/State laws.

MONTHLY SALARY RANGE: $10,000 - $15,000/Mon.

DUTIES: Serves as program manager under the direction of the Task Principal Investigator (PI) for a portfolio of extramurally sponsored projects, with an emphasis on the management of the Navy’s Wave Energy Test Site (WETS), marine energy R&D, and other Department of Defense-funded marine energy research projects. Responsible for the full life cycle of project task management to include plans, proposals, budgets, schedules, performance, reports and deliverables. Organizes project tasks and meetings with project stakeholders, UH, and ARL technical and administrative staff to ensure coordination and collaboration among the project team. Coordinates directly with subcontractors to develop budgets and statements of work. Creates, develops, and updates proposed DoD Task Orders/Task Descriptions and revisions, and subcontracts associated with those Task Orders. Tracks Task Order and subcontract progress, milestones, and deliverables. Coordinates administrative task functions to include access requests, meeting and workshop coordination, material and services procurements, and onboarding and offboarding of task performers. Supports PI-led proposal development with sponsors and stakeholders to grow new project opportunities.


Job Requirements:
PRIMARY QUALIFICATIONS:
EDUCATION: Master’s Degree from an accredited college or university in Mechanical, Civil, or Ocean Engineering, Science, Technology, Engineering, Math (STEM), or related field.
EXPERIENCE: Three to five (3-5) years of demonstrated experience in technical project management, which includes directly related experience leading scientific or engineering teams.
KNOWLEDGE: Extensive knowledge of principles, practices, technologies and trends in a physical science or engineering field. Demonstrated knowledge of project management life cycle. Demonstrated understanding of the scientific method of experimentation or experience with testing and evaluation of engineering solutions. Good familiarity with Microsoft Office tools. Knowledge of renewable energy systems.
ABILITIES & SKILLS: Must be a U.S. Citizen, a requirement of the Government security investigation to meet eligibility requirements for access to classified information. Ability to develop solutions to complex scientific or engineering problems. Ability to create and manage teams to address these challenges and collaboratively develop, implement, and evaluate solutions. Ability to draft work statements and budgets. Ability to effectively communicate project goals, progress, and results in writing and verbally. Excellent writing and grammatical skills. Ability to maintain strong working relationships with internal and external personnel. Ability to establish work standards/expectations and provide clear direction to meet goals and objectives. Ability to assign work and establish work rules and acceptable levels of work quality and quantity. Ability to evaluate performance, develop required job competencies, and mentor the production of task reports. Must be analytical while using acquired experience to work pragmatically and efficiently. Requires attention to detail, ability to multi-task, and a high degree of independence. Ability to effectively conduct work remotely (e.g., telework) as applicable. Post Offer/Employment Conditions: Must be able to obtain and maintain a security clearance based on a tier-3 background investigation to access classified information. Must be able to complete the UH Information Security Awareness Training (ISAT) within two (2) weeks from date of hire, and re-certify every twelve (12) months.
PHYSICAL/MEDICAL DEMANDS: Must be able to lift and carry up to thirty (30) pounds unassisted from ground level while in a standing position. Must be able to participate in field experimentation, including occasional work offshore.

SECONDARY QUALIFICATIONS:
Master’s Degree from an accredited college or university in Business Management. PhD degree in a relevant STEM field, particularly if in a field of direct relevance to marine energy. Project management certifications (e.g., Project Management Professional certification from PMI). Experience working with organizations within the US Department of Defense research and engineering enterprise. Active personnel security clearance with the Department of Defense. Previous involvement in marine energy projects, familiarity with the marine energy community, with an emphasis on wave energy. Experience with ocean operations and engineering, technical project development, testing, prototyping, and demonstrations. Strong knowledge of marine/ocean energy research, or related field.
