Assists with URS's contracts, task orders, and their proposals with Brooks City-Base's Air Force Center for Environmental Excellence (AFCEE) and the General Services Administration (GSA). After proving my expertise with URS's need for experience with federal contracting statutes as well as having well-rounded contracts management knowledge, I was promoted from mid-level to senior-level Contract Specialist after only four-months.

Position / Title: Senior Contract Administrator
Organization: EG&G Technical Services and the Greater Kelly Development Authority (GKDA) / 143 Billy Mitchell Suite 6 / San Antonio TX 78226 (was Kelly AFB, now KellyUSA)


Purchases and administers construction and professional, environmental, and other miscellaneous service contracts worth several million dollars for KellyUSA redevelopment into a viable business park and for its tenants' ongoing support. Worked with GKDA Board members and senior staff to formulate new procurement policies and procedures due to GKDA's uniqueness as a State subdivision. Helped negotiate multi-million dollar Operating Agreement between the GKDA (EG&G's hiring agency) and Lackland AFB for facilities Lackland leases at KellyUSA. Mentors junior administrators in contracting techniques. Uses webmaster skills to post contract solicitations and advertisements on the KellyUSA web pages. Due to excellent workload management and team building skills, 1) selected as EG&G's Employee of the Quarter for April - July 2002 and earned promotion after only seven months, 2) selected as GKDA's Senior Contract Administrator in Oct 2003, and 3) listed as the Who's Who at in the April 2004 KellyUSA newsletter.
>> Until a satisfactory job revealed itself, took an interim job as a Financial Associate for the CitiCorp Call Center at 100 CitiCorp / San Antonio TX 78245-3214 between July 2001 to March 2002. In that position, advised numerous banking clients of information regarding their checking, savings, line, and loan accounts. The calm and friendly responses given even when clients experience a variety of emotions earned several awards for quality.

Organization: US Air Force at Lackland (in San Antonio TX), Bergstrom (now closed – was near Austin TX), and Holloman (near Alamogordo NM) Air Force Bases.


Held several positions culminating with Assistant Commodities Contracting Section Chief and the Lackland AFB Course Manager, Instructor, and subject matter expert for the DAU Contingency Contracting (CON234) and the AETC Quality Assurance Program Coordinator (QAPC) courses. Trained approximately 300 military and civilian personal from all branches (including foreign personnel) per year representing DAU and AETC. Supervised up to four junior buyers / administrators at a time. Contracting Officer with unlimited warrant for contingency matters. A Contracting Officer with limited warrant for construction and commodities matters. Responsible for several million dollars worth of small and large high-visibility projects. Due to the above accomplishments, earned the following: 1) Lackland AFB Training Group and Logistics Training Center Senior Enlisted Instructor of the Quarter for 1 Oct - 30 Dec 98 and 2) Logistics Training Center Senior Enlisted Instructor of the Quarter for 1 Jan - 31 Mar 00, the 3) Section of the Quarter 1 Jul - 30 Sep 94 while the Assistant Section Chief of the Holloman Contracting Squadron's Commodities Section, 4) Air Combat Command's Small Business Special Achievement (Team) Award for 1996 while a Contracting Officer for the Holloman Contracting Office's Construction Section, and 5) Holloman Contracting Office's Enlisted of the Quarter in Jul - Sep 1994, Jul - Sep 1995, and Oct - Dec 1996.

Over twenty-years of experience as a commercial and government contract buyer and administrator, as well as over three-years of experience as a master instructor for Defense Acquisition University (DAU) and Air Education and Training Command (AETC) advanced contracting courses. A Certified Power User for Microsoft Word and PowerPoint. Experienced in other Microsoft software products including Excel, Access, Internet Explorer, and FrontPage (as Webmaster).


Additional Information:
Throughout my career, I have proven to be able to quickly learn and resolve contracting and computer software problems. Authored timesaving templates to share with fellow employees.
Two-thirds completed with a Bachelor of Science Degree for Business Administration.
