Objective:
I am a career-oriented security, intelligence, counterintelligence and federal law enforcement officer. I have over 20 years in these related fields and demonstrated security experience in assignments with the United States Navy, Naval Criminal Investigative Service (NCIS), Diplomatic Security Service (DSS), and most recently as the Director for Security with Princess Cruises and Cunard Cruise Lines.



Experience:
I assumed the duties as the Director of Security for Princess Cruises in July, 2003 after serving on active duty with the U.S. Naval Reserve in support of Operation Enduring Freedom and Noble Eagle. The job of Security Director came with enormous responsibilities for organizing and re-writing the Vessel Security Plans to conform with the new International Ship and Port Security (ISPS) Codes that took effect in July of 2004. An individual plan had to be written and approved by the respective flag states for the entire fleet of ships of Princess, Cunard, P&O Cruises Australia, and Sea bourn Yachts. Additionally, because these ships operated in U.S. waters, the plans had to be compliant with the U.S. Maritime Transportation Security Act (MTSA) regulated by the U.S. Coast Guard.

As the Director of Security for Princess Cruises and Cunard Lines, I held many liaison duties which included serving on the Security Council of the International Council of Cruise Lines (ICCL), a lobbying organization made up of the Directors of Security for the various Passenger Cruise Lines. The meetings included a multi-agency interface with U.S. government intelligence and law enforcement agencies such as the USCG, ICE, DOD, TSA, State Department (OSAC), FBI and others. This group met bi-monthly at the ICCL offices in Washington D.C. I maintained regular contact with these representatives and kept up professional discourse on threats, maritime regulation, and security practices. I also had close contacts with the U.S. State Department's Overseas Security Advisory Committee (OSAC) and was nominated to serve on the executive committee.
From April 1986 to June 1987, I was employed by the Naval Investigative Service (NIS) now known as the Naval Criminal Investigative Service (NCIS). I was trained in basic criminal, security, and counterintelligenc investigations. I participated in follow-up leads in the “Lone tree / Bracey” Investigation. I was trained in special protection techniques and focused on general crime and fraud investigations against the U.S Navy at the U.S. Seabee Construction Battalion Center, Port Hueneme , California .

I completed the Federal Law Enforcement Training Center (FLETC) 16 week basic agent course twice, once with the Naval Investigative Service in 1986 and once with the Department of State, Bureau of Diplomatic Security, DSS. Each basic agent course included add-on courses with the respective agency and included such as counterintelligence, protective services, and investigative principals, techniques and the federal legal system . I held Special Agent C redentials as an NCIS agent from July 1986, until my transfer to the Bureau of Diplomatic Security in June of 1987. I held Special Agent Credentials with DSS until December 2002.

At the five U.S. Embassies I have served at as a Regional Security Officer (RSO), (La Paz, Bolivia, Managua, Nicaragua, Moscow, Russia, Beirut, Lebanon, and Sana'a, Yemen), I interfaced on security issues with every represented agency at post that included the DEA, FBI, DoD and even NASA. Each post faced different and significant threats. These ranged from counter- narcotics in Bolivia , political upheaval in Nicaragua , counterintelligence in Moscow, and counter-terrorism in Beirut and Yemen . I made significant contributions in protecting, overseeing or acting in a liaison capacity at all of these posts. I have briefed security related topics to the senior representatives of all these agencies ranging from personal, physical or counterintelligence security measures. In conjunction with the Ambassador or Deputy Chief of Mission, I participated and convened Emergency Action Committees (EAC's) to discuss “Warden Messages”, (security warnings to the Americans), and to discuss significant security events effecting the safety and security of the U.S. Embassy. As a Regional Security Officer (RSO) at the five U.S. Embassies I have served at, it was my responsibilities to give CI defensive and general threat briefings to each new employee at post.
I entered the naval service in 1982 after completing the Naval Officer Candidate School (OCS) in Newport Rhode Island . I was commissioned an Ensign in the United States Naval Reserve and attended the Surface Warfare Officers Course in Coronado , California . My first assignment was aboard the USS Tarawa (LHA-1) where I served 40 consecutive months of sea serviceI was a Reserve Naval Officer, Commander, 0-5 (1635 designator - Naval Intelligence) from 1986, to January 2005 serving in a variety of Naval Intelligence Reserve Units in California , Florida , and Washington D.C. To change my Surface Warfare Designator (1115) to Naval Intelligence (1635) , I completed requisite intelligence and counterintelligence courses taught by the NCIS and naval intelligence.



Education:
I received a Bachelors of Arts with a major in Political Science / International Relations from the University of California (UCLA) in 1981.

• I completed the Federal Law Enforcement Training Center (FLETC) basic criminal Investigators course at Glynco , Georgia in 1986 and 1987 with the Naval Investigative Service and the Department of State, Bureau of Diplomatic Security (DSS) respectively.

• I completed the one year Foreign Service Institute (FSI) language program for Russian in 1999. I have demonstrated proficiency and fluency in this language through formal testing and use.

• I completed the six month Foreign Service Institute (FSI) language program for Spanish in 1992. I have demonstrated proficiency and fluency in this language through formal testing and use.
