MOTOROLA, Austin, TX Nov 1999 - Dec 2003 Account Manager, Office of Contingent Workforce Management (OCWM) Responsible for managing contracted direct labor staffing for Motorola. Served as the intermediary between HR, Manufacturing and various staffing agencies. Participated in development of alliances between Manpower, Motorola, Applied Material and Capital Idea, to set-up a Contractor Rotation Program. Implemented the contract direct labor process for manufacturing in Motorola organizations throughout the U.S, including SPS, PCS, MCG, Automotive, and Government Communications resulting in a reduction of contract labor attrition from 64% to 7% within a five-month period. Reduced direct labor contractor placement cycle time (order to orientation), from 2 weeks to 5 days, by establishing ownership of responsibilities, vendor scheduling, priority reporting, and a rewards program. Established and monitored contract labor engagement processes requiring continuous relationship building and communications with the legal department and outside agencies. This included balancing contract labor law requirements and Motorola policies and procedures. Lead effort to develop a training program to allow select contractors to achieve semiconductor experience and an Austin Community College (ACC) Associate Degree in Semiconductor Processing. Served as one of four manufacturing representatives to provide input in factory planning and site design for a Siemens/Motorola joint venture DRAM facility startup. Designed Lithography area equipment placement layout in relation to operator work methods for maximum efficiency in manufacturing flow. Managed staffing and training across 5 shifts of 250 manufacturing associates, 36 lead manufacturing associates and 10 manufacturing supervisors in the photolithography area Coordinated residency training in Motorola wafer fabrication facilities located in Phoenix, Arizona and Austin Texas, for all Associates, ensuring safe travel, proper training and return to Richmond. Set-up Direct Labor interviewing and selection process programs, which reduced labor costs by 39%. Worked closely with Human Resources to develop and implement policies and procedures, including a performance evaluation and merit increase system. Traveled to Siemens facilities in Paris, Dresden and Regensburg, Germany, as a participant in a Siemens/Motorola benchmarking and information exchange to improve factory processes. Designed and implemented a scrap (misprocessing) reduction program, by organizing campaigns including quality teams, rewards, recognition, verification, training, and software implementation.
