SOFTWARE ENGINEER
Overview: Scope of responsibility is diverse and primarily includes software engineering, on-call assignments (3-week rotation) and project management. Perform technical implementation of merchants, financial institutions and other third-party bill processors on electronic bill presentment and payment product. Routinely review file formats provided by external customers to better understand requirements before creating "map" which transforms file from one format to another including fixed record flat files, delimited files, EDI and XML and establish workflow to efficiently move file through translation process. As on-call engineer, provide wide range of troubleshooting, with particular focus on 24/7 "trouble tickets." Assumed Project Management role after full-time project manager was downsized; now simultaneously managing and have 15 projects in addition to engineering 5 projects.

Selected Highlights
* Credited with introducing use of XML to resolve issue related to product unable to manage the comma delimited format for particular client, delivering implementation on time and within requirements. XML implementations subsequently utilized two additional times.
* Successfully led remittance implementation, creating maps for client with three operating divisions in need of separate files. Identified efficient method of accomplishing complex data manipulation per client requirements while simultaneously producing easier support operations for on- call person. Project currently in production.
* Generated $24K in savings by influencing client to transition their communication method from Value Added Network to FTP process between my current firm and the client. Set up and tested new technology to ensure needs were met.
* Enhanced consistent operations by providing written documentation for procedures involving time-sensitive files are processed prior to SLAs. Additionally authored comprehensive documentation for EDI files used for electronic bill presentment process using EDIFECS software.
* Led major initiative to migrate electronic bill presentment maps to a new translator (Inovis Catalyst Transformer). Managed team of 4 engineers in migration of 24 maps covering 53 jobs, then assumed sole responsibility for project when team was reassigned. Exceeded delivery date expectations despite lack of pre-assigned team.
* Streamlined monthly reporting process; reviewed existing manual process for reporting monthly activity to determine various sources of information gathering to make reporting process less manually intensive.

Overview: Charged with managing group responsible for EDI program including development, implementation and explanation of EDI in major automated information system (AIS), a more efficient system for contractor to bill DoD and allow DFAS-CO to reduce number of input clerks wile improving method of entering invoicing data into payment system. Routinely analyzed existing business processes, identify needs for additional EDI capabilities, coordinating development of requirements with end user and technical service provider. Identified and resolved policy issues relating to implementation, expansion and maintenance of EDI program in areas of transaction handling responsibility and federal guideline compliance. Reviewed documentation and work with Input Clerks to determine if problems were system-related or resulting from input error.
Selected Highlights
* Boosted vendor participation from 130 trading partners to 570 by creating and implementing aggressive marketing program, increasing volume for 32% to 61%. Frequently present DFAS-CO process at government contractor conferences to increase sales.
* Expanded number of contractors by serving as team leader responsible for training and overseeing team with respect to "selling" participation in program.
* Instrumental in providing DFAS-CO personnel with readily available archive of invoices sent to facilitate research on any contract- payment related issues while satisfying Federal laws governing archival of electronic invoices sent by contractors. Worked with design agency to gather requirements for and create this on-line archival system.
* Consistently delivered cost savings by monitoring capabilities of and promoting EDI program, increasing number of electronic invoices and reducing number of clerks required to key invoices.
