Senior Manager 2001 to Present

• For a multi-state water utility and services company and subsidiary of a global conglomerate: managing the development of common processes for both US and UK operating companies. Developed a common reference model including level 3 infrastructure and operational process flows and performance measures. The common reference model is to be used as the basis for blueprinting functional requirements in the first phase of a enterprise wide SAP implementation.
• For a tribal government with over $800M in revenues: managed Program Management Office manager for the implementation of Lawson Software including these modules: GL, Activity Management, Purchasing, AP, AR, HR and Payroll. Extensive organizational and process control changes were implemented to achieve reliable financial controls and systems to manage growing operations.
• For a Fortune 500 Electric Utility: managed the implementation of an internal controls and disclosure compliance tracking tool for Sarbanes-Oxley 404. A repository for key process controls was also incorporated into the design for monitoring benchmarks and process improvements. This combination of financial and key process controls is now regarded a best practice in financial management
• For one of the largest municipal utilities in the US: managed a comprehensive needs assessment of electric utility accounting and reporting systems as related to regulatory provisions of Texas Senate Bill 7. Documented related accounting processes, system and process requirements for unbundling business units as required by the PUCT Code of Conduct with respect to functional capability for setting prices on existing and new products. Final report provided recommendations for organizational structure, financial systems and reporting requirements under three likely scenarios
• For a 250 employee state agency: directed the implementation of Lawson Software core financial, HRMS and supply chain applications. With the enterprise system, Client now benefits from reduced paperwork, fewer systems, and centralized access to all financial transactions including lease billings/payments, purchases, and payroll transactions

Manager 1997 – 2000
Responsible for managing multiple project teams simultaneously to achieve a common vision, on time, on budget while minimizing risk. Representative projects: ERP system implementations, process improvement initiatives, strategy/needs analyses, and cost management/profitability analyses.
• For a mid-sized municipal electric utility: managed an extensive information technology-based business process reengineering program in preparation for deregulation of the wholesale and retail electric market in Texas. Focused on implementing solutions for their energy supply organization’s energy scheduling, trading and financial management systems to support the new wholesale market. The electronic wholesale market was new to the Electric Reliability Council of Texas and processes were developed for entering the wholesale market along with financial, risk management and energy scheduling/trading applications
• For a $100M industrial equipment manufacturer: conducted a supply chain and financial process improvement initiative. Worked with VP’s from each business unit and analyzed purchasing history, part numbers, vendor performance and developed a strategy for cutting costs by over $7M. Worked with a team of controllers from their six manufacturing plants to develop initiatives with an additional annual savings in excess of $1M in their core financial processes. Initiatives were implemented for consolidating purchasing and customer service, rationalizing vendors, negotiating terms with vendors, consolidating inventory in three distribution centers, managing taxes, improving closing processes, budgeting, centralizing accounts payable and accounts receivable
• For a business unit of a major defense contractor: assisted in migrating from a mainframe based MRP system to JD Edwards OneWorld applications in a seven-month timeframe. Managed the implementation of JD Edwards Financial applications and developed innovative workarounds to accommodate customized functionality that was lost in the transition from a legacy custom application to an off the shelf packaged application. This seven month implementation resulted in annual maintenance cost avoidance of $1.5M
• For a middle market book publisher: managed the program management office for the implementation of six software applications and over forty persons with a budget of $3.2M (not including software and hardware). Projects included PeopleSoft purchasing, payroll, asset management and ranged in cost and complexity. Additional applications implemented included royalty payments, call center outbound telemarketing, and events management
• For a large municipal water utility in Tennessee: Managed the implementation of a customer service and utility billing system Responsibilities included project planning and project plan development, system codes definition, system setup, data conversion of more than 150,000 customer accounts, modification specification development, policies and procedures development and documentation, system acceptance testing and end user training. Modules implemented included Customer Information Systems, Work Orders/Facility Management, Cash Receipts, Contact Management and Financial Accounting

• For a large municipal water utility in Tennessee: lead a review of existing business practices and development of functional business requirements for a Customer Information and Billing System (CIS). Led a team of three consultants in defining functional and technical system requirements and developed the request for proposal for a new comprehensive customer information system
