Developed the enterprise performance architecture for Customs and Border Protection (CBP), Technical Architecture Group and performance line of sight for the Internal Revenue Service (IRS). Also managed the agenda, content, and discussion of the Information Management Workgroup, a loose collection of senior State and EPA officials, who meet to discuss policy and technical issues associated with environmental and health information exchange between the States and EPA.
Formed and managed an alternative health care company. Developed business proposals and marketing plans to grow the company. Provided treatments using Chinese medicine modalities such as acupuncture and herbs. Developed and delivered wellness programs and training to the Maryland Department of Transportation.

Analyzed multiple platforms and technical interfaces for design of a common operating environment (COE). The COE resulted in streamlined operations and a reduction in resource requirements. Instituted integration standards in the development and integration lab that resulted in the successful integration of more than a dozen applications for a client/server, Unix-based system. Consolidated integration activities to a single location and established laboratory processes and procedures.
Directed the enterprise-wide configuration management (CM) organization for the Joint Interoperability Engineering Organization. Formulated and enforced standardized business processes and procedures for managing hardware and software over a system’s life cycle. Performed process improvement and reengineering activities by identifying and mapping functional and management requirements against Capability Maturity Model key process areas and industry standards and recommended strategies for implementation.
Systems developer for the Defense Systems Support Organization. Generated and implemented hardware system and data recovery policies and procedures. Integrated and tested software and designed a disk allocation scheme synchronizing system functions which doubled the response time of key processes for a mainframe-based software system.

Acted as the organizational representative for technology interchanges for both industry and the military.
