Objective: To obtain a position as a Senior Budget Analyst
Experience: Budget Analyst April 2009 to Present Employment Security Department In this position with the Employment and Career Development Division (ECDD), I function as a budget analyst for six Workforce Development Areas across Washington State. This position is responsible for supporting and coordinating the ECDD budget to ensure funds are used in the most cost effective and efficient manner possible to support ECDD employment and workforce efforts.
Created to work primarily with American Recovery and Reinvestment Act funding, this position was assigned the duties of an operating budget analyst in June of 2009. In this capacity, my responsibilities include: • Creating, presenting, and monitoring annual operating budgets for six of the twelve Workforce Development Areas. • Developing yearly budget and cost estimates for new ECDD initiatives. • Providing monthly analysis of Workforce Development Areas expenditure reports for identify trends, analyze variances and develop expenditure forecasts for remaining fiscal months. • Providing consultation and technical advice and assistance to workforce development areas regarding budget performance. • Review of program allotment requests and position actions to provide recommendations for approval or modification based on ECDD strategic priorities and divisional financial considerations. • Creation of budget estimates for Resource Sharing Agreements and contracts in assigned Workforce Development Areas. • Participating in the initial development of agency purchasing processes, procedures and guidelines. My duties as a Budget Analyst at the Washington State Department of Ecology have encompassed all aspects of budget administration, fund management, contract management and financial/performance aspects of program development. These duties include the planning, establishment, monitoring, and maintenance of operating and capital budgets and associated performance measures related to the cleanup and restoration of contaminated areas in Washington State.
Responsible for establishing and managing the Cleanup Settlement, State Toxics and Underground Storage Tank accounts. Responsible for making recommendations directly related to proper and aggressive strategic management of these funds in order for the state to realize the maximum environmental benefit from accumulation, appropriation and expenditure of these funds.
Other specific duties of my position with the Toxics Cleanup Program include:
• Responsible for administration of the Toxics Cleanup Program budget in conjunction with the TCP Management Team. • Development of funding and FTE allotments in accordance with OFM and Federal grant guidelines. • Development of capital spending plans for three significant programs totaling $33.0 Million during the 09 biennium. • Preparation of all agency fiscal notes related to the cleanup of Hazardous Waste in Washington State. • Development of program activities and performance measures with the Toxics Cleanup Program Planner. • Preparation and establishment of Toxics Cleanup Program biennial and supplemental operating budgets. • Preparation and establishment of statewide capital budget programs to clean up and restore contaminated areas. • Development of Toxics Cleanup capital program expenditure and reappropriation projections. • Acting as a resource to communicate detailed technical and financial information to a full range of stakeholders, including the public, taxpayers and other stakeholders, the Office of Financial Management, and legislative staff. • Worked with agency, OFM and legislative staff to establish the Cleanup Settlement Account in the State Treasury. • Management of Special Revenue Treasury funds, including the Cleanup Settlement, State Toxics Control, and Underground Storage Tank accounts. • Developing recommendations directly related to strategic management of Special Revenue Treasury funds. • Development and delivery of quarterly budget analysis, forecast, expenditure, and revenue status reports using Excel statistical forecasting capabilities.
