Objective: To obtain a Financial Analyst position.
Experience: 1. For the past four years (December 2004 to present), I have been an Investigative Analyst for the Postal Service, Office of Inspector General (OIG) attached to the Special Inquires/Internal Affairs (SI/IA) section. My main function on this team is to analyze data in complex and high profile investigations to confirm or dispel the allegations. During my tenure here, I have performed over sixty (60) investigations with high degree of success. The data that I analyzed include cash flow statements, etravel, credit cards, bank records, ebuys, telephone, and time & attendance.
2. For most of the analyses mentioned above, I am required to write a Memorandum of Activity (MOA). This report describes the methodology applied in the analyses. It also describes the scope or data boundaries of an investigation. It also depicts the subject under investigation and the allegation, the reason for the investigation, and the conclusion. My reports are written in an objective, clear, concise, constructive manner. I submit them in a timely manner as well.
3. I prepare and maintain lists of Special Inquires (SI) and Internal Affairs (IA) open and closed pending investigations. My managers use these lists to brief upper management as to the progress/status of investigations. The list depicts pertinent information such as case title (subject), case type (executive, whistle blower, Inspection Service), location, case agent, date opened, date closed pending, allegation, and status. It also depicts the total amount of open investigations, both executive and whistle blower, and total amount of closed pending investigations.
4. For five years (December 2000 through December 2004), I effectively managed the Defense Contract Auditing Agency (DCAA) process. DCAA is a contractor that performed audit work for the Postal Service, OIG. One phase of the process was to monitor and control the budget minimizing expenses while maximizing value. To help accomplish this, I generated spreadsheet to depict important information and to detect problems such as incorrect invoicing and double billing of the Postal Service by DCAA.
5. For five years (December 2000 through December 2004), I reported in the Semi Annual Report to Congress (SARC), the monetary impact of DCAA audits. To accomplish this, I generated spreadsheets to depict important information such as number of audits requested, number completed, dollar amount audited, questioned costs, unsupported costs. To simplify, the data analyses were accompanied by pie charts.
6. For five years (December 2000 through December 2004), I performed audits and initial inquiries in a team settings. Some of these audits included Bank Secrecy Act (BSA) and Electronic Data Systems (EDS). For the BSA audit, I obtained and analyzed regulations. I also obtained and analyze the data relevant to the scope and objective of the audit and wrote work papers. For the BSA audit, I detected approximately $30 million in potential penalty of the Postal Service for violation of the BSA regulations.
