Experience:
40+ years of resource based manufacturing operations with a focus on development of environmental management and sustainability programs and systems. For the past 12 years have successfully operated Environmental Affairs Consulting, an environmental policy, environmental management, and sustainability focused consultancy for industrial and industry trade association clients. Have successfully brought industry groups and perspectives before government, and environmental group representatives via stakeholder forums to develop environmental polices and practices that further sustainability pursuits. Issues included toxic substance and chemical management (the Great Lakes Binational Toxics Strategy and Lake Superior Binational Program), pulp/paper and chemical regulatory process requirements, special water quality designations, waste treatment requirements, solid waste disposal issues, and air quality regulations. Have appeared as an expert witness, before regulatory bodies, in the states of Connecticut, Georgia, Maine, Michigan, Minnesota, New Jersey, New York, Oregon, Washington, Wisconsin, and before a U.S. Congressional subcommittee.
Developed multimedia, business unit centered, environmental management program at Great Northern Paper. Provided EMS training to professional environmental staff, plant work force, and senior management.
Successfully permitted several mill modernization and expansion projects. Scope of projects included papermaking, pulping, bleaching, secondary fiber deinking and energy production (hydroelectric and thermal). Provided training for mill staff on requirements of the resulting environmental permits.
Established highly regarded hazardous materials emergency response program. Provided HazMat training for state, county and local emergency response agencies. Included special public communications module.
Successfully resolved complex air emissions, solid waste disposal facility, hazardous waste management and spill clean-up compliance issues. Managed public relations aspects of several difficult issues.

Successfully developed and presented industry and Company positions on environmental issues to academic and environmental group panels. Issues included: chlorine bans and phase-outs, chlorine free and recycled fiber content paper purchasing preferences, and environmentally friendly pulp production technologies. Panels included: an Oregon paper purchasing panel, a Wisconsin paper purchasing panel, the Michigan Chlorine Panel and the Environmental Defense Fund Paper Task Force.
Led process evaluation, environmental assessment and permitting effort for a 250 ton per day paper recycling and deinking facility.
Led site selection, technology selection, environmental issue and permit requirement review for a proposed 1,000 TPD greenfield bleached kraft mill.
Performed environmental systems and regulatory status assessment of a major Siberian forest products manufacturer. Assignment required inspection of mill facilities, interviews of mill technical and operating staff and contacts with Russian officials at local, state and federal levels.
