Provide consulting services to union and area businesses on employee
benefit design and administration.

Consulted with major union in preparation for contract negotiations
and participated at main table during renewal negotiations. Provided
consulting services for Taft-Hartley Trust Funds for selection of
Pharmacy Benefit Manager, dental plan administration, and vision
benefits.

* Realized 20% cost savings for a small employer by re-engineering
human resources and benefit administration policies and processes.

GREATER DETROIT AREA HEALTH COUNCIL, Detroit, MI 1998 - 2001

Community healthcare coalition comprised of employers, providers,
and insurance plans, which provided benefit design and administration
consulting service to member organizations in areas of healthcare
cost containment, quality measurement, and improved access.

Vice President for Product Development

Directed the Michigan Healthcare Management Information System
initiative, whose focus was to adopt electronic communication
standards for health care information. Provided HNX support, to allow
implementation by five major health systems, the state of Michigan,
and four health plans. Developed Health Plan Navigator software
application and later sold product to third-party distributor.

* Adopted the Health Network eXchange (HNX), a secure extranet
infrastructure for the efficient exchange of non-standard healthcare
information using a common communication protocol.

* Designed, implemented, and operated Internet-based healthcare
open-enrollment, decision-support tool used by six employers,
including all three auto companies, and eight health plans.


DETROIT EDISON CO., Detroit, MI 1978 - 1998
Advanced through positions of increasing responsibility as key
contributor to cost containments in employee / retiree health, life,
and disability insurance benefits.

Director of Benefits Administration (1989 - 1998)

Administered both defined benefit and defined contribution
retirement plans. Implemented and administered self-insured long-term
disability benefit trust. Negotiated cap with two unions on
employer's liability for healthcare cost, and controlled annual
health care cost escalation to less than 2%. Implemented electronic
transmission of healthcare eligibility records. Established VEBA
Trust Fund for long-term disability benefit plans. Designed Section
125 Flexible Spending Account program and authored 10-year strategic
plan.

* Lowered drug costs by $1 million annually as first employer in
Michigan to implement point-of-service prescription drug benefit plan
with percentage co-pay, which shifted a portion of pharmacy cost
escalation to plan participants and dramatically increased generic
drug use.

* Converted entire active employee population, 3,900 represented,
5,500 non-represented, and 6,000 retirees to managed healthcare
plans, turning around employee relations disaster, eliminating
backlog of unprocessed claims, and improving claim accuracy to 98%.

* Rewrote benefit plan from eligibility provisions to coverage
provisions and made significant contribution to negotiations and
resolution of strike by largest union at Detroit Edison.

* Recognized by Vice President of Finance and Treasurer, at
Corporate Leadership Conference, as outstanding leader and manager.

* Selected as one of "Top Two Hundred Managers" and participated in
strategic planning.

* Advanced from Senior Analyst of Group Insurance to Administrator
of Group Insurance Plans to Director of Benefits Administration.
