* Established and managed a subsea umbilical factory operation and a company presence in Brazil with a staff of only one other expatriate, more than 30 staff local nationals, and a varying number of local contract workers. * Managed the supervisors of seven areas: Administration, Human Resources, Finance, Quality Assurance, Production, Materials and Technical Services. * Achieved expedited import/export of essential equipment and supplies through personal active involvement as well as by using Brazilian professionals I had located. * Instituted a disciplined cost / expense control effort, reducing operational cash demand by at least 20%. * Built and maintained excellent relations with Banco do Brasil and other local national companies.
1985 -1986 HNG - InterNorth - Belco Talara, Peru Assistant Operations Manager
* Second in command of an Oil and Gas Production project consisting of on- and off-shore wells. * Managed the four department heads of Administration, Finance, Human Resources - Labor Relations and Materials. * By utilizing excellent business relationships previously established with private local bankers, effectively maintained oil and gas operations for more than six months despite lack of payments from the local national oil company - no local national paydays missed. * Successfully negotiated and co-existed with two radical labor unions by utilizing local professional staff as well as by developing personal relationships and mutual respect with union leaders. * Developed and implemented a rationalization program, reducing staff levels, streamlining organizational structure, improving personnel training, more closely monitoring contractor performance and reducing materials inventory levels by over $10 MM. * Improved administrative procedures and successfully implemented cost controls in all departments. * Implemented the then-new concept of personal accountability and responsibility in all departments. * Improved the overall morale of both the local national workforce and the expatriate staff by initiating and encouraging workforce participation in local community family activities and sporting events.

* Second in command of a $700 MM Secondary Recovery Project. * Responsible for more than 300 personnel and their supervisors. * Learned the local language, Spanish, increasing personal managerial effectiveness. * Managed the departments of Accounting, Data Processing, Communications, Security, Safety, Maintenance, Travel and Traffic, General Services, the Company School and Community Relations. * Successfully restructured organization by recruiting and hiring qualified local nationals for key positions and reassigning personnel to more suitable positions, improving staff performance in every department. * Established previously-unknown cost controls and a workforce goals program to improve employee performance, rewarding task accomplishments and ensuring standards compliance. * Successfully established and maintained close working relationships with local national military, governmental, religious, political and labor leaders, local vendors and business professionals. * Effectively managed oil and gas operations during catastrophic 1983 El Nino rains and floods in northern Peru. o Helped to save numerous lives by rationing 240,000 gallons of swimming pool water over a 2-week period, maintaining 80% of oil and gas production. o Received numerous commendations from Peruvian leaders and officials. o Directed and maintained all life-support services during a six-month period with restricted food and water supplies and limited communications.
1980 - 1981 Shell Oil Company - Pecten Brazil Limitadas Rio de Janeiro, Brazil Manager - Major Office Construction and Relocation Project
* Managed a 1-year $300K (in 1980 dollars) project, requiring complete reconstruction of the 22nd floor of the office building located at 200 Praia do Flamengo. * By maintaining constant surveillance and by establishing effective, supportive working relationships with Brazilian labor and supervisors, completed the project ahead of schedule and under budget. * Learned the local language, Portuguese, increasing personal managerial effectiveness. * Achieved a seamless transition to the new office space with no disruption of operations and no problems maintaining communications with the Sedco 702 semi-submersible rig being utilized at that time.
