Experience:
PRESIDENT – FOSTER WHEELER KK, JAPAN (2002 – 2004)
Carried out full-scope responsibilities associated with the close-out of Kobe and Tokyo offices in Japan, including accounting and administrative closeouts, financial reporting, P&L, staffing, closing and opening offices, office registrations, legal requirements, board and shareholder meetings, contract settlements, completion and startup of two RDF CFB units, and administration of $6 million budget. Negotiated close-out of leases with landlords and disposed of equipment and furniture. Controlled and approved expenses at an absolute minimum. Secured housing for staff members brought in from overseas offices in India, China, Canada, Finland, and the United States.
Selected Achievements:
• Developed forecasts and costs to complete remaining contract obligations and close-out activities, which required no additional funds as a result of settlements being at or better than original estimates.
• Collaborated with realtors to locate new suitable office space near jobsite of remaining contract; developed layout of new office and obtained furniture and equipment. Coordinated move while simultaneously establishing jobsite field office to support boiler erection activities.
• Worked closely with legal counsel in Japan on issues relating to office closures, registrations, board and shareholder meetings, termination of construction licenses, office and apartment leases, arbitration requirements, and closeout and reimbursement of open financial issues.
• Traveled extensively throughout Japan visiting jobsites and conducting business, working with Japanese culture and business methods. Hired English-speaking assistant to translate documents and contracts written in Japanese.
• Negotiated and closed major contract for two 12 megawatt refuse-derived-fuel circulating fluidized bed boilers; traveled to facility in China to expedite and negotiate with vendor.
• Led negotiations of other major initiatives, including partnering with Canadian operation to correct deficiencies in the operation of a package boiler, orchestrating final settlement agreement with a customer for six feed water heaters, and finalizing settlement for large HRSG piping provided by a vendor in Finland.

DIRECTOR – SCR ALLIANCE (2000 – 2001)
Appointed to lead Selective Catalytic Reduction (SCR) projects for one of company’s major clients. Effected the design, engineering, and supply of SCRs and related equipment in a manner that was untraditional to FW’s standard offerings in an effort to provide optimum benefit to the customer. Simultaneously directed a minimum of four project teams consisting of approximately 20 members each in all facets of preparation of studies and proposals, as well as execution of contracts. Made frequent visits to jobsites to obtain field data used to prepare layout proposals in compliance to budget, schedule, and best-fit arrangement. Performed Risk Analysis Reports in compliance with federal and state standards for ammonia storage and usage.
Selected Achievements:
• Transformed culture of organization into a matrix operation to complete alliance work, overcoming obstacles related to the traditional company mindset.
• Drafted proposals that included optimum arrangements with target pricing, terms and conditions, and guarantees on materials, workmanship, and performance to meet client’s extremely tight budgets and schedule restraints.
• Facilitated monthly meetings to review status of studies, proposals, and progress and to promote good relations between alliance teams.
• Wrote and implemented database applications for many valuable lessons learned during the execution of contracts to deter future repetition.

DEPUTY GENERAL MANAGER – FOSTER WHEELER ECI, CHINA (1997 – 2000)
Promoted to oversee operations in Beijing, China office, which included project execution, procurement, quality assurance / control, design, engineering, information technology, traffic, accounting, and administration. Managed $2 million budget. Engaged in extensive travel throughout China to meet with and entertain vendors and clients, displaying acquired knowledge of Chinese culture, language, and business practices. Worked closely with Embassy officials on a variety of affairs.
Selected Achievements:
• Directed Project Management Department consisting of 10 engineers and administrative personnel responsible for supporting the execution of large utility boiler and boiler accessory contracts valued at more than $1 billion.
• Managed Field Service Group made up of 8 field engineers responsible for the erection supervision and the startup, commissioning, and servicing of company-supplied equipment.
• Led Procurement Group comprised of 5 buyers and a secretary responsible for the procurement of more than $180 million in equipment and services in China, and provided manufactured export goods to the US and Japan.
• Managed Quality Assurance / Quality Control Group. Developed database application to maintain quality assurance and quality control vendor qualification list outlining acceptance status of hundreds of suppliers in China.
• Guided Traffic Group in the shipment and delivery of goods procured in China and all materials and equipment imported into China from diverse sources worldwide, ensuring that instructions were properly adhered to and documented.
• Oversaw Engineering Group consisting of 4 Chinese nationals responsible for the design and engineering of numerous utility boilers and accessory equipment. Kept current on corporate design and engineering standards and provided Group access to and training on proprietary software applications.
• Piloted Accounting Group in the implementation of new accounting system. Evaluated and purchased software to replace antiquated system and provided training to accounting staff during transition. Devised new charge and cost code system for all office and project expenses. Saved the company considerable man hours and allowed staff more time to work on accounting activities.
• Supervised IT Group of 2 Chinese nationals in carrying out installation of new computer network with a link to company’s Xinhui plant in southern China. Approved specifications for purchases of new computer equipment, handled computer problems with field personnel, and ensured licensing of all software.
• Presided over Y2K transition to guarantee proper update of office and field computer equipment, integrity of building services, inclusion of Y2K terms in all purchase orders, and placement of contingency plans.
• Programmed and implemented database to monitor bidding and purchasing activities, which was used by all buyers and project managers in China office.
• Conceptualized and instituted a time-keeping database application to monitor and report daily man hours spent, vacation time, sick days, and personal leave.

MANAGER OF PROJECTS – NORTHEAST AND INTERNATIONAL REGIONS (1996-1997)
Executed project contracts throughout the Northeast and International Regions. Traveled throughout the Northeast Region and China. Essentially performed same responsibilities as that of Manager of the Services Projects Department.
Selected Achievements:
• Wrote and executed Project Procedures Manual used by all regions in the Maintenance Services Group, which covered all aspects of project management and execution.
• Created and implemented financial database used by all regions in the Maintenance Services Group nationwide for developing monthly reports of costs, revenues, customer payment status, and profit forecasts to senior management. Awarded by company for reducing man hours in providing comprehensive periodic reporting and bringing consistency to the reporting process.
