Position is a member of the senior Policy Council board of directors, and reports to the Vice Chancellor. Chief Information Officer August 1990 to March 1996

Provided vision, leadership and administration in the planning, application, design, implementation and maintenance of information technology systems in support of learning and administrative functions. Served as the leader / advocate for IT by envisioning, planning and effectively communicating its value and use within the college.

The position reports to the Vice Chancellor for the countrywide system of 10 campuses and 1,100 staff. The HCT is a new vocational / technical college system utilizing competency based training methods. The market demand for its graduates has created a national reputation for quality and has caused rapid growth in admissions. Its expertise in ESL led to a UNESCO award recognizing revolutionary educational practices.

Field started new MIS department inclusive of staffing, computer room facility, hardware and networking infrastructure, telecommunication systems, database design and application software implementation inclusive of development standards and policy. The center is characterized by the reliability of hardware, advanced network infrastructure as well as pioneering efforts in telecommunication services and software development. Manage 15 personnel (of 12 nationalities) including three managers and multiple indirect campus support staff.

Achievements include:

• Development of Center for Excellence in Research and Training--a software technology park offering commercial training through strategic private sector partners.

• First higher ed institution in the Middle East to implement Internet access for staff and students inclusive of web page development www.hct.ac.ae

• Utilized cost justification and DSS for qualitative analysis to implement video-conferencing for international recruitment interviews. Complementing an audio-conferencing system, it continues HCT's leadership in working with the national telecom monopoly to test and introduce new services.

• Implemented library system including acquisition, cataloging, circulation, and on-line catalog.

• Installed and support 3,800 microcomputers including hardware, software, training and security standards. Academic laboratories utilized multimedia computer based training packages for teaching English as a second language.

• Implemented SCT's Banner student records system (ORACLE-based). Project approval to live date duration of seven months -- on time and within budget.

• Developed ORACLE-based financial system including General Ledger, Budget, and Accounts Payable. Specifications unique to the Middle East required introduction of western T.Q.M. techniques to Indian-based contract programming supplier.

• Implementing RAMCO Marshall human resource system including salary and benefits, dependents, housing, staff attendance, and payroll utilizing ORACLE / C++ GUI and Lotus Notes for the recruitment function.

• Established standards for development specifications, CASE tool utilization, project management, quality assurance testing, documentation library, forms control, procedure manuals, operations and disaster recovery / contingency planning.

• Designed and supervised construction of computer room including dual security access, specialized air filtration, and separated printer environment.

• Implemented 20 LANs for academic and administrative users utilizing AT&T's PDS structured cabling. Intelligent classrooms implemented for use within MIS instruction.

• Began implementation of ATM technology in a number of colleges for an advanced infrastructure to support multimedia applications in the classroom.

• Strategic utilization for administrative wide area network including cc:Mail electronic mail, cc:Fax, and client services from VAX ORACLE server for institutional research and planning using SPSS, SAS and DataBrowser.
