Experience: September 2005 - Present Bureau of Legislative Research, Arkansas Legislative Council, Legislative Fiscal Services Division, Personnel Review, Little Rock, Arkansas LEGISLATIVE ANALYST charged with providing non-partisan information on the State expenditure and revenue budget and other finance related topics to members of the Arkansas General Assembly and, upon request by a member, to their constituents. The Office provides principal staff assistance to the PEER, Review, Approved Claims, Charitable, Penal and Correctional Institutions and Personnel Subcommittees of the Legislative Council as well as serving as principal staff for the Joint Budget Committee.
June 2000 – September 2005 Arkansas Department of Finance and Administration, Division of Management Services, Office of Personnel Management, Little Rock, Arkansas PERSONNEL REPRESENTATIVE II for the Office of Personnel Management (OPM), which is responsible for all the compensation and classification issues for all 208 state agencies. Performed salary analysis daily as requested for salary reviews submitted. Made salary recommendations to the State Personnel Administrator and the Chief Fiscal Officer of the state based on education, years of experience, labor market data, organizational structure, and internal organization averages. Acted as troubleshooter for state agencies when they experience difficulty with SAP R/3 (AASIS), and BW (Business Warehouse) transactions (before they contact the Help Desk). Completed SAP R/3 transactions and reports daily. Simplified AASIS transactions for co-workers and agency personnel and distributed written instructions. Acted as internal AASIS resource to coworkers. Reviewed personnel biennial budget requests from agencies for new positions, new titles, salary increases, grade increases, and reclassifications. Analyzed these requests and made recommendations to State Personnel Administrator, Chief Fiscal Officer and Sate Budget Director before they made their recommendation to Governor and Legislators. Act as liaison to Legislators and Legislative Staff for personnel purposes.
August 1998 – June 2000 St. Vincent Medical Center, Little Rock, Arkansas CLINICAL RESOURCES COORDINATOR in charge of scheduling nursing staff for six units within the hospital while managing the staffing and payroll for the nursing pool and three units. Coordinated the nursing orientation which required matching each nurse’s competencies and experience to the units in which they would be assigned. Developed new staffing processes and improved existing processes that the central staffing office used daily. Negotiated and worked closely with the nursing directors and the house supervisors to fine-tune the daily staffing by shift. Advised corporate attorneys and Senior Vice President about scheduling techniques. Monitored and reported the status, progress, and improvement of employees.
March 1998 - August 1998 Arkansas Children’s Hospital, Little Rock, Arkansas COMMUNITY DEVELOPMENT COORDINATOR for one of the top ten pediatric hospitals in the United States. Spearheaded volunteer fundraising programs working with the community leaders. Served as liaison for corporations and businesses participating in fundraising activities by establishing event perimeters, acquiring locations, and overseeing logistical planning. Interfaced with hospital auxiliary groups to promote volunteer participation.
