LeGacy Resource Corporation Headquartered in TN Position in CA-November 20, 2006 to Present:

Participated in writing the proposal and bidding on a contract for NASA’s Agency Wide Contract Close Out Services to 9 NASA Centers resulting in the award of the NASA Contract. Bid as the Program Manager, largely responsible for start up and transition from the incumbent. Without local infrastructure, led the successful start up of the contract in an accelerated and customer recognized Phase In of 30 days as opposed to customary 60 days. Remote management of 28 team personnel situated at 9 NASA Centers across the US in the performance of Contract Close Out functions. Developed and produced all monthly deliverable and reporting formats, which included financial 533 reports in partnership with finance personnel; detailed narrative status reports, safety, ethics, sensitive information training and other reports for 9 NASA Centers Provide analysis, introduced streamlining and value-add processes second month at each site, for the respective NASA Customers and onsite operations.

Managed a team against a SLA/SOW between employer and Cisco, within a deadline driven, start up environment for the purpose of Contingent Labor Sourcing; working with Cisco Project Managers in technical SOW development. Provided technical SOW expertise/recommendations to Cisco in SOW development, legalese, mod to contract/CR's and termination of contracts for failure to perform/convenience issues. Provided strategic recommendations for Project and Program delivery. Delivered staff, program and customer training. Responsible for partnering with Cisco in the evolution of change management and to drive down costs with external B2B partners via vendor management and strategic negotiations. Negotiated $293,507.00 of savings within the first two months of employment.

Performed expired sub-contract re-negotiation with eight sub-contractors supporting a prime facilities contract at the NASA Ames Research Center. Restructured eight contracts to align with new SOW; addressing new requirements, with build in mechanisms for efficiencies and re-dress for sub-standard performance.

Deputy Project/Program Manager- Material & Logistics Manager
Cube Corporation, NASA AMES Research Center, Mt. View, CA - April 2000-May 2004
Planned, managed, executed and performed self audit; logistical support services to the NASA Ames Research Center, with a team of 90 personnel in accordance with NASA, FAR, OSHA, TQM and ISO guidelines on a 40M dollar FFP contract for local and remote sites. Developed, marketed and managed programs and support personnel for hardware reutilization among NASA Centers, the Department of Defense, Federal Government Agencies, the Public Education System and non-profit organizations nationwide under an award fee contract. One million dollars of traceable assets were re-utilized the first three months of program inception.

Accountable for monthly, semi-annual and annual financial and statistical reporting and reconciliation of 60,000 fixed and variable inventory assets, valued at over 1 billion dollars, for the NASA Ames Research Center and affiliates.
Responsible for the management and ongoing staff development of 13 personnel, technical consultation and ongoing training for an internal/external customer base exceeding three thousand personnel.

Equipment Control/Inventory Manager

Developed and implemented asset management/inventory programs which resulted in a 98% decrease in hardware loss and misappropriation. Financially accountable for 2000 line items from receipt to the termination of equipment use. Revamped computer maintenance contracts resulting in improved customer support and saving $160,000.00 the first year of implementation. Responsible for development and implementation of cost savings programs for the contract and customer.

Developed the Marketing/Advertising and Telemarketing program from the ground up. Responsible for team management, market/competitor analysis, pricing/service compilation, demographic milestones and new account recruitment. Provided exclusive support to three major accounts resulting in an annual net profit of $90,000 base year. Assistant editor, technical publications and catalogs.
