Research complex CA Sales & Use Tax or other tax program legal questions. Duties Including Formulate memorandums to the Boards Legal Division requesting opinions relating to taxability and other issues. Organize and review sensitive taxpayer and other correspondence relating to billing, analysis, delinquency, maintenance and return processing. Prepare, in addition to assisting staff, with standard and custom written taxpayer and other correspondence relating to the Sales & Use Tax Law/Regulations. Approve and evaluate the work of staff performing analysis activities of the Section. Interpret Sales and Use Tax and other Laws and Regulations relating to the analysis activities of the section. Provide technical, procedural and analytical assistance relating to the analysis activities of the section. Examine, recommend and approve action on relief of penalty/interest cases. Perform most difficult account reconstruction/reconciliation assignments. Assist taxpayers with completing CA Sales & Use Tax returns, understanding reporting basis, understanding the CA Sales & Use Tax Laws & Regulations by accompanying the Electronic Funds & E-Filing programs offered with the Board. Perform special assignments including updating form/manual clearances and Legislative Change Analysis. Act as a lead liaison for the states Electronic Funds Transfer (EFT) program. Instruct while coaching other staff with mandated policy and procedures. Provide training on operational areas. Handle organizational duties related to attendance and leading team activities.
