Key Qualifications
Currently employed with Durham College as an instructor in the new Emergency
Management Program. Also responsible for Field Placements for all students.
7 years experience working directly in the Field of Emergency Management with the City of Toronto as an Emergency Management Coordinator responsible for large emergency situations requiring the setting up and Management of Evacuee/Reception Centres. The plan accommodated numbers form as few as 30 to 100,000 displaced people. The Nuclear Plan representing the larger number. The smaller number would represent either a small apartment building or Rooming House. A special Plan was written to accommodate the needs of Rooming House victims as they were identified with higher needs. This manual and launch of program was my responsibility.
Planning for these events involves identifying vulnerable areas, suitable buildings to use to accommodate the displaced, staffing, feeding, clothing, personal services, health issues, bylaw adherence, space standards, and recovery services such as counseling and social services offering financial assistance. Plans must accommodate all ages, and mobility or mentally challenged individuals. Other considerations are a back up power source to avoid having to move people again, parking and transportation issues. Another important element is obtaining budget approval to pay for the expenses and record keeping by keeping a log. Volunteer agencies provide volunteers to help but they must be trained along with your own staff on your response plan through regular training and exercises. Debriefs and after action reports must follow the incidents.
I obtained first hand experience implementing the above skills in the following emergency situations:

9/11 & many other less prominently reported emergencies.
SARS
Power Outage 2003
Authored a Hot Weather Response Plan, Cooling Centre Operational and Procedural Manual. Also taught volunteers annually prior to the season on its use and how to manage the program.
Wrote an Extreme Cold Weather Response Operations Manual and developed the Program. Partnered with EMS and other Divisional partners when training was provided to the volunteers for this program.
In order to prepare for each of the major Nuclear Exercises the City of Toronto has hosted for more than 400 participants, I have had to go over the procedures and job descriptions with many staff groups, and volunteers. Courses taught were on Emergency Feeding, Clothing, R & I, how to set up and manage separate areas for Children and the Aged. In the past with members of DEMO and Public Health I have trained on the use of Potassium Iodide tablets in the event of a Nuclear Event.

Currently teaching at Durham College in the Emergency Management Program responsible for four subjects. Also look after all field placements for students.
Designed and conducted a specific Social Services Program computer course with other Social Services Personnel for over 1500 staff.
While with Social Services, represented the Division at many events and training forums, Community Colleges and job fairs explaining the services provided by the Division
Y2K the City of Toronto had us prepare a contingency plan for our own Departments and my Department had over 9,000 staff which included 6 Divisions and 2 Boards. I had to not only write and register a plan for the City, but train the Senior staff reporting that night, and test the plan prior to the event. I was responsible for two office locations, and a team of drivers for the night. Additional responsibilities included setting up a budget and paying salaries.
Externally for Y2K I was part of a team which made presentations on Emergency Preparedness in the Civic Centres, Community Centres, Malls and to private groups asking for assistance. I had to prepare presentations and look after the distribution of materials for both large and small groups of people.
Annually there are two events which require my participation much like what I did for Y2K and these are Emergency Preparedness Week and Public Safety Week
Taught many courses on the subject of Emergency Preparedness to both large and small groups which have included city staff, volunteer groups and the general public and for private functions.
Have also designed, planned, trained staff and volunteers for Emergency Exercises. Some have been a small tabletop which may have had fewer than 20 participants to a full field exercise which has included more than 400 people.
Provided training to groups such as Condominium Developments and the Toronto Real Estate Board, Homes for the Aged on Evacuations.
With Health Canada Reps partnered on providing training in Psychosocial Response to large and small diverse groups.
