Objective: •Maintenance Work Coordinator - development and execution of maintenance work package. •Start-up / Test Engineer - Focus on restart and checkout of existing equipment and process subsystems for DOE/DOD complex and commercial facilities. •Decontamination and Demolition - Development of procedures and/or work packages to accomplish the safe shutdown of existing nuclear DOE, DOD and commercial facilities. •Outage Planner - Development of work packages for repair and maintenance of equipment during scheduled outages of power plants and petrochemical facilities. •Senior Piping Designer - Design and retrofitting of process and utility piping systems, from concept through construction.
Experience: Mr. Redford has more than 40 years of experience retrofitting or troubleshooting process systems at U.S. Department of Energy (DOE) facilities in Oak Ridge, Tennessee; Portsmouth, Ohio; Rocky Flats, Colorado; and the Nevada Test Site, Nevada.
Since 2004, he has worked as a Maintenance Work Coordinator for OCF and Wet Chemistry at the Y-12 National Security Complex (Y-12) in Oak Ridge, Tennessee. His worked involved development and execution of maintenance work packages in support of startup and first use of several key systems used in chemical recovery for enriched uranium operations.
From 1997 to 2004, he has worked as a test engineer at the Y-12 National Security Complex (Y-12). He developed and implemented procedures to test chemical processes and mechanical systems related to the restart of enriched uranium operations. Testing activities included developing acceptance criteria for testing and test procedures to install and accept new and existing process systems such as centrifuges, furnaces, distillation columns, vaporizers, and pumps.
Mr. Redford works closely with DOE officials to support the restart mission and operational readiness review (ORR) activities. He also supported several facilities at Y-12 in the role as a process engineer, which include being an active member of the Operational Safety Board (OSB).
He has developed interface control documents for the Spallation Neutron Source Project in Oak Ridge, describing interfaces between the different systems and operations from installation and testing through the successful completion of an ORR. He also had developed several work plans to modify existing facilities at the Portsmouth Gaseous Diffusion Plant.
Mr. Redford’s experience includes seven years at the Rocky Flats site. He was initially hired as a procedure writer and verification; he later supported operations as a field and system engineer to ensure the restart of pit production activities supporting DOE and U.S. Department of Defense (DOD) missions. When the facility’s mission changed, Mr. Redford worked as a system and deactivation engineer supporting the facility’s transition from production to shutdown. In this role, he was involved in the design and checking of engineering design packages and the development, review, and checking of engineering calculations and operability determinations.
At the Nevada Test Site, Mr. Redford designed and laid out process piping and plumbing systems for several industrial facilities. At Tonopah Operations, he laid out and designed piping for Diesel and JP-4 storage and distribution systems. He also supervised the Three-Dimensional Mapping Project for the Tonopah Test area and supported the design and layout of the heating, ventilation, air conditioning and fire protection systems. In addition to his DOE facility experience, Mr. Redford has worked as a mechanical senior piping designer laying out facilities, fuel storage and distribution systems, fire protection and miscellaneous piping systems. He has designed and laid out facilities in the petrochemical, power, and nuclear power industries. He also served as a city/county government planning delineator/aide and as a technical illustrator and drafter developing ship damage control drawings.
