Job Description: Employees of the Hennepin County Information Technology (IT) Department play an integral part in making the County a great organization; one that provides citizens with services they need while leading the way in implementing an e-Government approach on the local, state, and national level. The Enterprise Risk Management Unit is responsible for helping the County comply with laws, regulations, and best practices related to reducing risk, protecting privacy, managing access to and retaining data and information, and providing for disaster recovery. This position will work in a team environment to provide security access provisioning services to Hennepin County. The primary duties and responsibilities of this position include: Develop consultative relationships with IT management and staff, and the various Hennepin County lines of business to identify business needs, diagnose and resolve technical issues and provide comprehensive technical security support. Provide guidance to customer and technical staff inquiries using knowledge and experience in security infrastructures, systems and platforms, industry best practices, and organizational policies, procedures, guidelines and strategic direction. Research and develop security standards, ensure that security standards are being followed, draft documentation for security-related processes and projects; communicate industry standards, best practices and techniques to appropriate departmental contacts. Identify potential threats and respond to security violations. Determine causes of security violations and recommend corrective actions to ensure data security. Coordinate complex internal information security projects to scope, timeline, and budget. Analyze systems/applications and coordinate system implementation plans, make recommendations for security and access management solutions, settings and configurations via written proposals, presentations, and project participation. Provide customized status reports to customers, team leaders, and supervisors; write/publish documentation for status reporting. Plan and provide technical assistance, training, mentoring, and/or work direction to information technology staff and customers. Assume responsibility for on-call support for security issues in high priority systems and applications to resolve customer problems that have gone outside the required guidelines.
Job Requirements: The Ideal Candidate will have: One of the following: A Bachelor’s degree in computer science or related field plus two or more years of professional IT experience A two year degree or approved certification in an IT program plus four or more years of professional IT experience An approved equivalent combination of education and professional IT experience to equal six or more years Certification preferred in one or more areas such as Certified Information Systems Security Professional (CISSP), Certified Information Systems Auditor (CISA), Certified Information Security Manager (CISM), Microsoft Certified Systems Engineer (MCSE), etc. Working knowledge of security system(s) administration and maintenance. Three or more years of experience related to information security, access management, security controls, system audits, or other components of risk management. Experience with risk management components (Compliance, Identity and Access Management, Operational Continuity and Information Management). Excellent interpersonal, written and verbal communication skills. Ability to adapt to changing priorities, demands and timelines through analytical and problem-solving capabilities. Ability to champion change throughout the organization. Ability to establish and maintain effective working relationships with all levels of the organization and contribute in a team environment.
