Job Description: Big-company reach, small-company attitude! AAI Corporation, an operating unit of Textron Systems, is currently recruiting for a Subcontracts Business Manager II. This position will be responsible for managing major and complex, high dollar, subcontracts to ensure compliance to company and prime contractual requirements to include: working in close coordination, with AAI Program Managers and Technical Personnel to develop Statements of Work (SOWs) and Technical Performance specifications, incorporating technical specifications and acceptance criteria into specific subcontracts and requests for Proposals (RFP's) for solicitations-including flow down of prime contract requirements and appropriate terms and conditions and Program Management controls, negotiation and management of subcontracts-including cost and price analysis, appropriate progress and status reporting as to subcontractor performance in accordance with negotiated subcontracts, invoice verification, identifying subcontractor risks and implementing mitigations to reduce impacts of identified risks. Works with minimal supervision. Maintains open communications with internal and external customers and subcontractors, maintains appropriate subcontracts records to ensure compliance with all internal and Governmental procedures, FAR/ DFAR requirements and to support ISO and CPSR audits.
Job Requirements: Required Skills: Thorough knowledge of Government Contracting practices and contract types (fixed price, and cost reimbursable), thorough knowledge of current Federal Acquisition Regulations (FARS and DFARS) and other applicable laws, working knowledge of typical developmental Engineering practices, thorough knowledge of intellectual property protection practices, knowledge of foreign governmental procurements and International Traffic and Arms Regulations (ITARS), knowledge and understanding of international contract practices including export licenses and classified subcontract agreements. Required Experience: Bachelor's Degree in Business or related field or appropriate experience to successfully perform the job duties; Master's Degree preferred. At least 8-10 years of directly related experience in contract or subcontract administration with a strong concentration in engineering services.
