A program to transform BP Manufacturing’s Procurement and Supply Chain Management (PSCM) capability is underway, combining early improvements in the way that we work and deliver value, with progressive change over the next 2-3 years to fully deliver all of the necessary upgrades in people, process, and technology. The intent is to establish PSCM as a collaborative business partner, and this will be achieved through improvements within PSCM and the business line organizations.
We therefore need talented and experienced Procurement professionals who are ready for the challenge of shaping the new PSCM organization as an industry leader.
Role Summary: The Senior Category Sourcing Specialist (SCSS) will be responsible for the effective management of significant third party spend across one or more categories at Refining & Chemical manufacturing sites in the US. This role will have a primary focus on Services related to Capital Projects, at both Carson and Cherry Point refineries. In particular, this role oversees and provides strategic direction for the EPCm service providers and their embedded procurement teams for capital projects totaling $150-350m p.a.
Accordingly, in addition to project services, the successful candidate will require subject knowledge and expertise in a wide range of category areas, including maintenance and construction services, fabricated equipment and MRO.
The SCSS provides leadership and support in the development and implementation of sourcing strategies and plans, as well as contract execution in assigned categories. The SCSS is instrumental in establishing senior level support for large projects and communicating progress to senior level leaders. The role reports to the Sourcing Delivery Manager for meeting project milestones and targets as assigned through the relevant Category Council(s). Successful candidates will be measured by timely delivery of projects, delivering exceptional value, and the demonstration of relationship building (external, internal).

Job Requirements: o Significant experience in Procurement and supply chain management o Significant operations, commercial or technical business experience in the Refining (Oil & Gas) industry or a related industry. o Significant experience in the development and implementation of Contracting Strategies. This will include but not limited to: o Market analysis, cost modeling and contract type selection o Preparation and management of RFIs and RFPs o Experience with EPCm contractors o A deep understanding/experience with project management and execution techniques o Minimum of B.S. in Supply Chain or a relevant engineering, scientific or business discipline o Experience in collaborating with multiple sites, large organizations and multiple stakeholders to drive common solutions o Demonstrated skillful application/mastery in strategic sourcing o Demonstrated mastery of contract execution and management o Excellent written and oral communication skills o Demonstrated mastery of negotiation and influencing skills o Skillful application of supplier performance management o Broad experience with multiple e-sourcing methodologies (e-auction, e-RFX, etc) with demonstrated results.
