Business Context

A program to transform BP Manufacturing’s Procurement and Supply Chain Management (PSCM) capability is underway, combining early improvements in the way that we work and deliver value, with progressive change over the next 2-3 years to fully deliver all of the necessary upgrades in people, process, and technology. The intent is to establish PSCM as a collaborative business partner, and this will be achieved through improvements within PSCM and the business line organizations.

We therefore need talented and experienced Procurement professionals who are ready for the challenge of shaping the new PSCM organization as an industry leader.

Role Summary:
The Regional Category Sourcing Specialist (CSS) will be responsible for the effective management of significant third party spend across one or more categories at Refining & Chemical manufacturing sites in the US. While the successful candidate will be expected to work across a number of categories, one area of emphasis for the role will be Instrumentation and Electrical equipment (I&E). Examples of I&E equipment includes Instruments, Analyzers, Meters, Distributed Control Systems, PLC's, Control Valves, Transformers, Switchgear, and motors. Other category areas include Chemicals, Catalysts, MRO, Industrial Gases, Energy and and other types of engineered equipment.

The CSS provides leadership and support in the development and implementation of sourcing strategies and plans, as well as contract execution in assigned categories. The assigned projects will primarily be in support of regional projects covering multi U.S. refineries and/or chemical sites. The role reports to the US Market Sector Manager – Manufacturing Equipment and Operations for meeting project milestones and targets as assigned through the relevant Category Council(s). Successful candidates will be measured by timely delivery of projects, delivering exceptional value, and the demonstration of relationship building (external, internal).

Job Requirements:
o Multiple years of experience in Procurement and supply chain management.
o Operations, commercial or technical business experience in the Refining (Oil & Gas) industry or a related industry.
o Minimum of B.S. in Supply Chain or a relevant engineering, scientific or business discipline
o Experience in collaborating with multiple sites, large organizations and multiple stakeholders to drive common solutions
o Significant experience in the development and implementation of Procurement and/or Contracting Strategies. This will include but is not limited to:
o Market analysis, cost modeling and contract type selection
o Prepare and manage RFI's and RFP's
o Demonstrated basic/skillful application of strategic sourcing
o Demonstrated skillful application of contract execution and management
o Excellent written and oral communication skills
o Demonstrated skillful application of negotiation and influencing skills
o Demonstrated experience with e-sourcing.
