USAID has exciting new openings in Afghanistan. These unique opportunities are for highly motivated and qualified individuals to work as General Development Officers as part of an important rebuilding effort.
Position: General Development Officer Number of Positions: 25 Senior Level (FS-02) and 25 Mid Level (FS-03) Pay Range: FS-02: $135,209-$198,400 USD (Base Salary and including 35% Danger Pay and 35% Differential Post Pay) FS-03: $109,559-$160,893 USD (Base Salary and including 35% Danger Pay and 35% Differential Post Pay) Base of Operations: Throughout Afghanistan Citizenship: Must be U.S. citizen Duration: 12 months (with possibility of extension up to 5 years) Application Close Date: September 30, 2009 (Apply early as positions filled on rolling basis)
Background
USAID is an independent federal government agency that receives foreign policy guidance from the Secretary of State. With headquarters in Washington, DC, USAID fosters development around the world. USAID's mission in Afghanistan is to support the rapid transition of the country to a more stable and productive state through the promotion of democracy, rule of law and sustainable economic and social development that is responsive to citizens' needs.
In order to help expand assistance beyond large cities, Provincial Reconstruction Teams (PRTs) have been established throughout Afghanistan. PRTs are coordinated units of civilian and military resources that aim to improve security and facilitate Afghanistan's response to citizen priorities. USAID is a key member of these PRTs, which are led by different NATO countries.
Duties and Responsibilities
The General Development Officer (GDO) will be based in a province in Afghanistan and assigned to one of approximately 26 NATO/ISAF PRTs. GDOs will execute specific duties/responsibilities in relation to each of the USAID national programs being implemented.
The GDO will work with USAID management and technical offices to provide advice on current programs or design new projects. The GDO will also provide information, guidance, analysis, and reports, and also make recommendations to USAID management and technical offices as needed. The GDO will serve as USAID's primary representative in province(s) by establishing and maintaining contacts with representatives of local government and communities, as well as ISAF military units, UN offices, NGOs, USAID contractors and grantees, and other USG agencies.
Job Requirements: For Mid Level Positions (FS-03): A relevant Bachelor's degree plus seven (7) years of relevant experience of which three (3) years is relevant overseas experience; OR a Master's degree in a relevant major plus five (5) years of relevant experience of which three (3) years is relevant overseas experience; OR a Ph.D. in a relevant major with three (3) years of relevant experience of which two (2) years is relevant overseas experience. For Senior-Level Positions (FS-02): A relevant Bachelor's degree plus eight (8) years of relevant experience of which three (4) years is relevant overseas experience; OR a Master's degree in a relevant major plus six (6) years of relevant experience of which three (4) years is relevant overseas experience; OR a Ph.D. in a relevant major with five (5) years of relevant experience of which four (4) years is relevant overseas experience.
* Relevant majors are economics, agriculture, agricultural economics, agricultural production, international economic development, business, finance, commercial or business law, international relations, natural resource management, anthropology, sociology, geography, community development, and/or urban/regional planning, political science, sociology, anthropology, international development, international affairs, law, history or comparative government, public administration, social/behavioral sciences, public administration or management.
* Relevant experience in at least one of the following economic growth disciplines: economic policy and institutions; agriculture and agribusiness; legal and institutional reform; financial sector reform; privatization; trade and investment; micro-enterprise development; enterprise development and competitiveness; environmental policy, planning, and management; natural resource management; community development; OR job creation, urban regional planning, democracy and governance experience including election assistance, political party development, human rights, administration of justice, local government and legislative development, and civil society strengthening; conflict management and mitigation, and education.
