Job Description:
Job Description: Manages staff, programs, and budgets for the District Materials Section. Evaluates engineering techniques, procedures, and criteria in relation to material applications in roadway maintenance and construction. Ensures materials, pavement design, and geotechnical activities meet departmental standards, contract provisions, and QA/QC measures. Directs, develops, and manages professional, technical, and administrative support staff. Provides technical guidance and expertise in laboratory, field, and production plant applications. Represents the agency and section to the public and agency staff. Minimum Qualifications: Knowledge of civil engineering principles and practices related to transportation construction to include geotechnical engineering, pavement analysis and design, soils and paving materials test methodology, and statistical analysis. Knowledge of business and management principles involved in strategic planning, resource allocation, human resource functions, and leadership techniques. Ability to perform mathematical calculations using algebra, geometry, trigonometry, and statistics. Ability to communicate effectively both orally and in writing. Ability to positively represent the agency to internal and external individuals and groups. BS in Civil Engineering or related field or education/training/experience that demonstrates the ability to perform the job. Preferred Qualifications: Progressively responsible experience in materials management related to transportation projects. Progressively responsible experience in program management and supervision of a variety of administrative, professional, and technical staff. Demonstrated field experience in solving materials field issues on projects under contract. Demonstrated experience setting meaningful team performance goals and demonstrated experience leading and coaching teams to excel in achieving goals. Demonstrated ability to partner with industry representatives to add value to materials programs.
