Requirements: Education Federal employees must achieve time in grade to qualify Background and/or Security Investigation required. Major Duties:The incumbent serves as Senior Contracting Officer (SCO) and Chief of the Contracting Office at the area level with an unlimited authority for major health programs. Manages, plans, develops and directs assigned contracting activities in owned, direct Federal and federally assisted projects within Navajo Area Indian Health Service. Assigns, directs, establishes and controls the work of contracting professionals and administrative/clerical personnel performing GS-6 through GS-13 work of substantive nature. Provides guidance, instruction and assistance to personnel located at field stations and service units that have delegated authority. Responsible for managing the NAIHS, Government-wide purchase card (International Merchant Purchase Authorization Card program at the Navajo Area. Functions as team leader during contract negotiations develops and establishes a negotiation position for technical and pricing aspects. Negotiates both cost and technical issues
