Job Summary: A Negotiable Recruitment/Relocation Incentive not to exceed 25% of base salary is authorized for highly qualified candidate. You must sign an agreement to remain with the VAMC Memphis for two years. Relocation expenses are authorized. Key Requirements: U.S. Citizenship Federal employees must achieve time in grade to qualify Background and/or Security Investigation required. Major Duties: The incumbent functions as the supervisor over the Staffing Section in Human Resources Management Service (HRMS). In this capacity the incumbent provides technical expertise and supervision to the Staffing Section, serving as the first line supervisor to a group of Human Resources Specialists and Assistants ranging in grade from GS-5 to GS-12. Also provides technical and administrative supervision to the Processing and Records Unit which is a part of the section. The incumbent provides oversight and technical expertise for the complex activities of recruitment and staffing in Title 5 as well as Title 38 hiring authorities. Serves as a primary advisor and consultant to the Chief, HRMS, in the day to day operation of the service and serves as Acting Chief of Human Resources Management Service during the absence of the Chief. The incumbent is recognized as the senior recruitment and staffing advisor by HR staff, Medical Center management and supervisors. He/she researches and/or analyzes and provides advice on complex problems, issues and program requirements. Based on operations and frequently changing HR program requirements, identifies relevant issues, collects information from many varied sources, and makes appropriate recommendations and/or implements findings. Provides information and other resources needed by section's members to educate themselves about specific issues related to the accomplishment of the work. Plans work assignments for the section and assess the section's success in accomplishment of work goals, and identify work methods, processes or techniques that improve program effectiveness
