Job Description:
Develops policy and manages the implementation, interpretation and evaluation of agency-wide programs on recruitment activities. Further, manages a staff which oversees contracts with advertising firms, the purpose of which is to procure recruitment displays, ship and store the same for recruiting events, design promotional materials and coordinate placement of advertisements in various journals. Plans and coordinates the activities of the work unit to assure that work assignments are performed in an effective and efficient manner and that each staff member is utilized to reach their maximum potential. Partners with management and supervisory officials at all levels within the agency to plan, promote and implement the agency's recruitment program and to facilitate a better understanding and appreciation of effective human resources recruitment policies and procedures and appreciation of effective human resources recruitment policies and procedures among agency managers and staff. In addition, provides professional advice and guidance for management and operating officials in arriving at acceptable alternatives for meeting immediate and future human resources needs, and in the implementation and execution of the human resources management functions specifically related to the recruitment of high quality and diverse staff to accomplish the agency's mission. Interprets existing laws, rules, regulations, policies and procedures for use in decision making by managers, supervisors and ensures that counseling regarding all aspects of the implementation of recruitment policies and procedures is available for all employees. Provides feedback, advice and guidance to staff and other agency employees when questions arise.
