Job Description:
Define fiscal, human, information, and physical resources needed. Establish measurable quality and quantity standards for maintenance unit supervisors and other subordinates, and measure performance against these standards. Guide and direct maintenance work through oral and written instruction. Participate in interviewing and selecting job applicants, and orienting subordinates; make recommendations on personnel actions; review and approve maintenance payroll records. Analyze, identify and recommend maintenance and maintenance project changes; schedule construction and maintenance projects; review and recommend changes to construction contract documents; initiate change orders, supplemental agreements, and correspondence; finalize construction and maintenance projects for reporting or certification. Prepare final cost estimates and provides overrun/underrun explanations for maintenance projects. Respond to inquiries and complaints from the general public, contractors, landowners, utility companies, and other public entities. Prepare reports for projected budgetary and manpower needs. Attend design reviews and pre-construction conferences to make recommendations; meet with municipal councils, planning commissions, citizen groups, and other private and public sector professional groups to discuss and negotiate roadway plans, highway legislation, and comprehensive transportation plans; analyze, identify and recommend maintenance and project changes for road projects.
