Job Description:

Serves as spokesperson for the Corps in regulatory matters when arbitration is required. Evaluates the adequacy of environmental documentation or analyses such as those conducted under the National Environmental Policy Act (NEPA). Coordinates and directs the preparation of regulatory documents, environmental impact statements, jurisdictional and wetland determinations, and biological evaluations. Responsible for personnel management and supervision of professional, administrative and clerical staff.Qualifications:Click on link below to view qualification standard. General Schedule Specialized Experience: Regulatory work requires skills sufficient to identify, interpret, and evaluate a wide range of public interest factors and related environmental, cultural and social conditions and to prepare or evaluate the adequacy of environmental documentation or similar analyses, such as those conducted under the National Environmental Policy Act, Section 404 (b) (1) Guidelines, Endangered Species Act, and National Historic Preservation Act. Knowledge of project management techniques in the processing of complex, controversial actions to be able to conduct negotiations and develop alternative solutions. Familiarity with related biological, physical, cultural and social sciences (such as ecology, botany, limnology, soil science, hydrology, chemistry, archaeology, and economics). Expert knowledge of wetlands, ecosystems, and water quality. Knowledge of Federal and State regulations as they pertain to permit processing, including oversight of Environmental Impact Statements and preparing Section 404 (b)(1) Evaluations. Knowledge of vegetation, soils, and hydrology sufficient to verify the accuracy of wetland delineations. Your pay will be set within the range specified in this vacancy announcement and will be based on your qualification, education, experience, training, and availability of funds.
