Job Description:
In the absence of the COO, the employee serves as the Acting Chief Operating Officer. Specifically, the incumbent will perform the following duties: Identifies, studies and implements creative methods for efficiently accomplishing the work of the agency. takes an active lead in ensuring quality programs and services are delivered throughout the Agency. Chairs the Agency\'s Internal Control Board and is responsible for identifying known risk areas and deficiencies and is empowered to correct such deficiencies. Manages all facets of the AFRH Financial Program to include budget formulation, overseeing budget execution, conducting annual mid-year reviews, preparing Congressional budget submits, preparing annual hearing testimony, fielding questions at Congressional Appropriations hearings when needed, and interfacing with external sources regarding the AFRH finance program, i.e., the Department of Defense, the Office of Management and Budget, and Congress. Participates in the Agency\'sgrams and holds responsibility for ensuring program compliance is achieved and financial elements of the program are monitored/resolved. Explores and monitors AFRH Trust Fund investment strategies. Ensures external audits of the Agency\'s Financial Statement are conducted annually. Coaches staff in preparing for inspections, i.e.
