Citizen Major Duties:Serves as the senior Operations Research Analyst for one or more major combat or combat support vehicle systems or a major category of combat vehicle technology under project management. Directs a variety of studies to develop, review, validate, maintain, present and defend PM/PEO positions on varying aspects of life cycle costs for assigned programs. Develops cost estimating policy and procedures for the PM. Develops study areas, objectives and methods. Tasks, coordinates and incorporates the work of PM analysts and supporting organizations. Leads or performs work to develop baseline cost estimates for the complex designs of the PM?s systems. Reviews operational documents, specifications, logistics support requirements and other such project data supplied by functional specialists. Analyzes mission requirements to determine cost parameters, specific cost factors and relationships to be used in constructing cost models. General Schedule Staffing Knowledges, Skills and Abilities (KSAs) Mastery of the concepts, principles, laws, regulations, and practices of operations research techniques as related to systems and cost analysis to plan and manage life cycle cost analysis for one or more major international weapon systems programs. Knowledge of PM,PEO and support community relationships to develop and manage systems to task, integrate, balance, coordinate and monitor all of the systems and cost analysis efforts for the program including the work of functional direct-support and indirect-support organizations, other commands and contractors. Knowledge of combat or combat support vehicle research, development, procurement, production, fielding, and integrated logistics support to assure that policies, management systems, and action in these areas fully support the needs of systems and cost analysis and that the systems and cost analysis policies, processes, and actions are likewise compatible with total vehicle life cycle requirements. Other Work Requirements: This is a Critical Acquisition Position.
