Provide on-going consultative support and training in DOE recruitment and hiring practices as well as compensation and civil service Ensure that proposed job postings and newspaper advertisements properly reflect the civil service titles that will be used to fill the position, including qualification requirements, and conform to the Department\'s Management Pay Plan compensation structure Assist in the formation of interview and selection committees and as requested, serve on selection committees and/or participate in the development of candidate selection criteria Review of applicant background to ensure they meet the education and/or experience requirements for the position prior Build high-quality pools of candidates and resumes for management and executive positions Develop formal partnerships with strategic organizations and launch bi-annual recruiting events with each Build outreach strategy to top colleges and universities Develop and manage database of potential managerial candidates Disseminate electronic newsletter of DOE managerial career opportunities Build pool of top generalist candidates Develop series of best practice guides and professional development for hiring managers; topics to include; Writing effective job descriptions, job posting strategies Standardized interview questions, candidate assessment tools and related rating forms Screening resumes with regard to civil service requirements Interviewing strategies Legal standards related to the interview and selection process, and equal opportunity guidelines Leverage and manage the DOE\'s recruitment technology platforms and implement recommendations for improving functionality; DOE administrative/executive recruitment Web site Online applicant management system (Openhire) Support the DOE\'s managerial talent development initiatives Partner with the Director of Performance Management and Talent Development to further the DOE\'s efforts in human capital development
