Maintains contacts with user, design and construction organization contractors and/or in-house on-post support activities to negotiate difference, obtain cooperation, etc. Reviews plans, specifications, special contract provisions and cost estimates covering new construction, repair, alteration, modification and maintenance of buildings, grounds and utilities for soundness of technical engineering judgment.
