Key Functions organization provides all financial support necessary to manage a diverse and growing Center supporting multiple government civilian agencies. This position will work independently as well as support CEMs management team and provide direct work program guidance to a team of financial analysts.The Direct Program Financial Manager will:Work closely with CEMs Executive Directors, Operations Managers and business development leads to develop a direct revenue model for managing the Centers business development activities. Provide financial oversight for CEMs direct work program; approve and track direct program risk memos; provide guidance to Program Managers and Project Leaders regarding complicated project setup and invoice requirements; and provide program direction and guidance to financial analysts and program staff as needed.Support contract-level requirements including oversight of contract financial report deliverables development and submission; contract-level data requests (including internal and external auditors); participate with Contracts in financial discussions or proposal negotiations with customers; oversee billing activities, including the review and approval of invoices, and preparation of the backup reports; coordinate task order closeout process with Contracts; and participate in monthly CO/COTR meetings.Provide financial support (guidance, advice) for significant contract and corporate reporting requirements, such asoDevelop the cost proposal and basis of estimate for significant contract activities; develop and coordinate Center approval of Time and Materials bill rates; provide backup expertise for cost proposal development.
