Job Description:

Designated and/or Random Drug Testing required. U.S. Citizenship Major Duties: This position is located in the Laboratory Department, Naval Health Clinic, Quantico (NHCQ), Virginia. The Laboratory Department provides clinical laboratory services for NHCQ beneficiaries, as well as other beneficiaries from DOD facilities within Region I on a space available basis. The laboratory department performs testing in the following sections: Chemistry, Hematology, Urinalysis, Microbiology, Serology, Mailouts, Phlebotomy, Accessioning, and Point of Care. This work is uspervisory, and is both administrative and technical in nature. It involves the overall management of the Laboratory Department and the supervision of Medical Technologists/Medical Laboratory Technicians and support staff in an outpatient ambulatory clinic setting. Coordinates with physicians and other staff members; will serve as the Department Head for the Laboratory Department with responsibility for ensuring the overall quality and operating efficiency of the department. Plans and directs the operations and activities of the Laboratory Department in compliance with College of American Pathologists (CAP) and Joint Commission on the Accreditation of Healthcare Organizations (JCNiO) standards. Ensures Standard Operating Procedures (SOP) manuals are present and up-to-date; ensures required safety equipment is present and in good repair; ensures required command, department and/or technical training is scheduled and completed in a timely manner. Reviews the work of immediate subordinate employees; develops and sets Performance Standards; develops, reviews, and updates position descriptions; prepares and reviews employee evaluations and performance appraisals; performs yearly performance ratings for civilian personnel; interviews and/or selects candidates for department positions. Submits annual budget for the department and executes fiscal oversight for all Laboratory OPTAR expenditures. Qualifications: Carefully ras in immunology. (NOTE: If there is no mention of immunology or immunobiology in the course title, the requirement for a course in immunology may be met by any course that covers the following topic areas: (1) definition and relationships of antigens and antibodies; (2) host-antigen interactions; (3) bursal and thymic influences on lymphoid cells; and (4) humoral and cellular response mechanisms.)
