The following question are being used as a Selective Factors. This means that an applicant must possess the specific experience described in the following questions in order to meet basic qualifications for this position. Do you have experience using instructional systems and design methodology to meet scientific, public health and/or regulatory training and development requirements in a health related industry or government environment? Yes or No Key Requirements: You must be a U.S. citizen Major Duties: If selected for this position, you will: Provide advice on a variety of matters involving the Center's education, training and employee development programs serving as an advisor to the Center managers and their staff, in the planning, development, presentation, and evaluation of complex education and training programs and systems. Utilize principles and techniques of performance problems analysis and instructional systems design to: (a) identify performance problems caused by a lack of skill or knowledge; (b)develop instructional materials consistent with the instructional strategy and (c) evaluate learning outcomes for participants, instructor effectivness and contribution to overall organizational performance. Develop procedures, criteria and standards for use in evaluating the Center's training and educational programs and conducts surveys to evaluate program effectiveness in relation to the needs of the Center. Develop new seminars which meet the specifications for the instructional strategy for solving a defined training problem including development of course objectives, course manuals, selection of instructors, post-course assessment tool, etc. Qualifications: GS-13: You must have one (1) year of specialized experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, such as demonstrated experience using instructional systems design methodology to meet scientific, public health related industry or government environment.
