Job Description:
The Procurement Manager position is Supervisory. This individual will provide oversight of Purchasing Managers, Subcontract Administrators and Buyers to ensure compliance with Company policies and procedures.* Develop the procurement organization to maintain a continuously approved Contractor Purchasing Systems Review* Interface with DCMA and DCAA as necessary to pass the review on the first review. Manage the process to coordinate all requirements to ensure continuous system approval.* Evaluates supply/supplier base, existing and potential, to secure most competitive total cost, quality and operational performance for each sector. Institute a disciplined strategic sourcing process with a focus on continuous improvement in total cost, quality and service across the corporation with flexibility to all sector unique requirements. Development and implementation of sourcing and negotiation strategies in key spend areas to achieve short-term and long-term savings.* Measures and reports supplier performance based upon metrics developed to support CPSR requirements, corporate and sector unique requirements and continuous improvement efforts.* Participate at a senior level in crafting enhanced purchasing policies and procedures, including templates and language for various types of subcontract, purchase order and consulting agreements that best support the corporation. Negotiates supply agreements and contracts.* Interfaces successfully with the companyGÇàs various business sectors to insure timely, flexible and effective procurement of items in support of company internal requirements and DOD, DOE, State and Local Government, Commercial and GSA contracts.
