Job Description:

Develops bidding/contract strategy to take into account practices in the foreign country and local site conditions, methods of estimating requirements and cost. Manages all project related construction funding including the use of contingency funding. Ensures the timely processing of contractor invoices and contractor performance evaluations. Prepares, updates and allots all funding for project supervision related expenses. Represents the Construction and Commissioning Division in inter- governmental negotiations regarding terms of construction contracts and claims arising in the course of project. Performs the administrative and personnel management functions relative to staff supervised. Qualifications: Applicants must meet the required qualification requirements, including education and any selective placement factors described below by the closing date of this announcement. Education may only be substituted in accordance with the Office of Personnel Management (OPM) Qualification Standards Handbook. Education must be accredited by an accrediting institution recognized by the U.S. Department of Education in order for it to be credited towards qualifications.
