Knowledge of both Office of Management and Budget (OMB) and internal VA financial policies and procedures governing the financial operations (including budget execution and accounting responsibilities) of health care facilities within the Veterans Health Administration (VHA). 2. Skill in planning, designing, implementing and evaluating financial management activities that integrate accounting, budgeting and financial reporting in order to accomplish program requirements and meet short/long-term goals and strategies. 3. Ability to apply sound judgment to generate and evaluate alternatives and to make recommendations in the resolution of financial problems and in the administration of financial management problems. 4. Ability to establish and maintain effective working relationships with senior and subordinate staff and individuals at all levels, within and outside the organization.
