Job Description:

The individual is the chief liaison between Contracts and Procurement and collaborates on new contracts or significant changes to identify and define subcontractor flow-down requirements. This person shall collaborate closely with the SBI audit and compliance focal point to assure enterprise policy and procedure and instruction is understood and training needs are met. The individual shall perform advanced analytical and consultative activities that report on and maintain procurement operations compliance to procurement system description and small business annual plan. In the role, the individual shall mentor and coach buyer and associates as to the interpretation and preparation of purchase order documentation and assists buyers and suppliers in identifying small business acquisition opportunities, and advice management on all aspects of CPSR related compliance and small business subcontracting. Prepares and submits reports on an as required basis including small business standard form 294 and 295 submittals. Prepare annual audit plan for the procurement department, and conduct functional audits as required (i.e. procurement package documentation, policies and procedures, ISO, etc.) to evaluate all aspects of departmental performance.
