Job Description:
Engineer designated to serve as the sole representative for the District Engineer in the inspection of the contract construction and maintenance of flood control projects in a large geographical area of the District ranging over portions of five states. This area of the District consists of approximately 10,000 square miles with 600 miles of levee, part of the Mississippi and other rivers with tributary streams and urban and rural areas where critical drainage and flood control problems exist. Serves as the Contracting Officer's Authorized Representative and as Resident Contracting Office. Has responsibility to inspect, plan, and coordinate all maintenance activities for all completed flood control works in the Area excluding Mississippi River Stabilization Program. General Schedule Bachelor's degree directly related to this occupation and 1 year of experience directly related to this occupation equivalent to the next lower grade level. To qualify, applicants must possess at least 1 year of specialized experience at the next lower pay band. Specialized experience is defined as 1). Experience in construction methods and procedures, capacity and capability of equipment, effect of site conditions on progress rate, and what constitutes acceptable workmanship; all to facilitate construction management including an intelligent evaluation of construction problems and suggestions to the contractors of methods for accomplishment of work. 2). Experience as a resident Contracting Officer for determining the need for and to execute contract modifications which are less than $50,000 under the Changes Clause and time extensions for unusually severe weather and river stages under the Default (Fixed Price Construction)
