Job Description:
Plans, organizes, directs, coordinates, controls, and evaluates the activities of subordinate organizations and provides substantive operational support, strategic planning, and expert advice needed to support DHS mission success.* Assures implementation by subordinate organizations and operating units of the goals and objectives of a Department-wide program.* Determines goals and objectives that need additional emphasis, develops measures that evaluate performance and makes recommendations for program improvement.* Ensures that assigned programs and processes are covered by internal controls and that appropriate precautions are taken to prevent fraud, waste, and misuse of resources in accordance with the Federal Managers' Integrity Act (FMIA).* Furthers the Equal Opportunity Program, by ensuring equal opportunity for all subordinate employees in the recruitment, selection, promotion, training, awards, assignments, and discipline.* Manages organizational changes and exercises discretionary authority to approve the allocation and distribution of funds in the organization's budget.* Performs other duties as assigned. Qualifications: Specialized Experience:Applicants must have one year of specialized experience equivalent to the next lower grade level in the Federal service. Specialized experience is experience that equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled. For this position, specialized experience is experience analyzing outreach, liaison and communication plans and programs to improve overall outreach of NCSD. You must be a U.S. citizen to qualify for this position.
