Kentucky University. In addition, the Director is responsible for interpreting, communicating and implementing procurement policy, and processing all procurement transactions in accordance with University policy and federal and state laws, incorporating all required changes following legislative sessions. The Director exercises a high degree of responsibility, judgment, and initiative; requires in-depth knowledge of theories and practices in the areas of materials management and procurement; develops and implements new methods, procedures, and programs in support of University operations and mission; proposes changes in systems, procedures, services or policies with accountability for the outcome. This position has frequent contact with University administrators, faculty, and staff, and corporate employees at all levels, developing cooperative and collaborative relationships and business partnerships; deals primarily on his/her own initiative with these diverse constituencies. Bachelor's degree in business, public administration, purchasing or related field from an accredited college/university plus five years or more of progressive and directly related experience in procurement services at a large, complex organization is required OR an equivalent combination of education and experience. A master's degree is preferred.
