Misconduct in prior employment, criminal, dishonest, or disgraceful conduct, habitual use of intoxicating beverages, abuse of narcotics, drugs or other controlled substances, or reasonable doubt of loyalty to the United States are some of the reasons an offer of employment may be denied. Drug Testing This position requires a security clearance and is subject to drug testing for illegal drugs. The tentative selectee must test negative prior to final selection for this position and will be subject to random testing thereafter. Failure to pass subsequent tests could result in disciplinary action, up to and including removal from the Federal service. NOTE: If you are a current employee of the Department of Energy/National Nuclear Security Administration, with or without a current DOE L or Q clearance, and you are applying for a drug testing position within the agency that requires a security clearance, you will be treated as an applicant for purposes of the Drug Testing Program and subject to a drug test prior to a final job offer. Human Reliability Program (HRP) This position is covered by the Department of Energy's Human Reliability Program (HRP) and is subject to a psychological test and evaluation on an annual basis. This position will also be subject to random alcohol testing that will be conducted at least once every 12 months. Homeland Security Presidential Directive A selectee's appointment is contingent upon compliance with Homeland Security Presidential Directive governing personal identity. Financial Disclosure All employees of the Federal Government are subject to the conflict of interest statutes and regulations, including the Standards of Ethical Conduct, that govern activities with outside organizations and reporting financial holdings. Upon hire, and on an annual basis thereafter, the incumbents of some positions may be required to file financial disclosure reports. The incumbents may be prohibited from holding certain financial interests. Individuals selected for positions that require financial disclosure will be informed prior to accepting the position that financial disclosure will be a requirement.
