Key Requirements: U.S. Citizenship Federal employees must achieve time in grade to qualify Major Duties: Serves as a first line supervisor for the Recruitment & Placement/Classification and Compensation Section of Human Resources responsible for the day-to-day operations of the section. Incumbent will have delegated authority for the planning, direction, control, coordination, operation and evaluation of these human resources programs. In addition, the position will regularly be delegated full responsibility to act on behalf of the Assistant Director or Director of Human Resources. Serves as advisor and consultant to mid and top management and influences and persuades the acceptance and exercise of sound human resources management concepts, practices, and personal innovations within the medical center. Plans/schedules ongoing production-orientation work; improves work methods and procedures used to produce work products; plans work to be accomplished by subordinates; evaluates work performance of subordinates; hears and resolves complaints from employees, and is charged with responsibility to coordinate and review reports and special submissions to Central Office. Incumbent is also responsible for developing, within existing legal and regulatory framework, procedures and operating instructions tailored to the specific needs of the section/organization. Qualificationscedures and ability to manage and supervise staffing and classification subordinate staff effectively. 2. Skill in interpreting and applying VA and OPM rules, regulations, and laws related to federal recruitment and placement, processing and records. 3. Skill in fact-finding and analytical problem solving that results in practical recommendations or solutions to issues.
