Job Description:

This position is located in the Overseas Buildings Operations, Project Execution Office, Construction and Commission Division, Technical Security Branch (OBO/PE/CC/TSB). The division has overall responsibility for construction of office space, residential and support facilities for the Department of State and other U.S. Government agencies overseas except for military installations. The Senior Project Executive (SPE)is responsible for all new construction and major improvements to owned and leased properties. The Senior Project Executive (SPE) serves under the supervision of and receives general policy guidance from the Director, Construction and Commissioning Division. Key Requirements: Incumbent will be subject to random drug testing. Must be able to obtain and maintain a Top Secret security clearance. Relocation expenses will NOT be paid. U.S. Citizenship is required. New supervisors must successfully complete a 1-year probationary period. Major Duties: Plans, directs, coordinates and administers the construction program for a group of construction projects in various foreign countries. Provides input on construction considerations from the early conception of proposed projects throughout the design, construction and commissioning phases. Develops bidding/contract strategy to take into account practices in the foreign country and local site conditions, methods of estimating requirements and cost. Manages all project related construction funding including the use of contingency funding.
