Job Description: The Incorporated Research Institutions for Seismology (IRIS) is a university research consortium dedicated to exploring the earth's interior through the collection and distribution of seismographic data. IRIS programs contribute to scholarly research, education, earthquake hazard mitigation and the verification of a Comprehensive Test Ban Treaty. We are seeking a Contracts Specialist to join our team.
Contracts Specialist
The Contracts Specialist prepares a variety of contracts, including consulting agreements, sub-award agreements and special terms and conditions for purchase orders. Duties include:
•Review requests for the procurement of complex equipment, systems or services •Plan procurement through coordination with Technical Program Managers, to include the preparation of Request for Proposals (RFPs) •Develop and implement policies and procedures for competitive procurement process •Advise program staff in the analyses and negotiation of vendor proposals •Perform contract administration, including the preparation of contract vehicles, amendments and terminations •Evaluate and monitor contract performance •Maintain fixed assets records to fulfill Federal Government reporting requirements
Job Requirements: Requirements The ideal candidate will have expert knowledge of and ability to interpret laws, regulations, Federal funding principles and policies to administer a wide variety of contract vehicles. Contract administration and procurement experience, with strong writing skills, is required. Ability to analyze detailed and technical cost data coupled with the ability to take action in solving problems while exhibiting judgment and realistic understanding of issues essential. Familiarity with Deltek is a plus.
