Job Description: The National Association of Insurance Commissioners [NAIC] currently has an opening in the Insurance Products and Services division for a Sr. Software Engineer II. The incumbent will work as a member of a highly collaborative team to design, write, test, and implement small to complex software solutions which will include enhancements to the existing system and development of new software components. The incumbent must be able to operate effectively at a Departmental, Division and Organizational level and have the proven ability to: •Correctly estimate work effort based on the assessment of tasks to be performed and the skill level of resources with new and existing technologies. •Lead large, complex projects with known or new development tools. •Gather and document business and technical requirements for either division or organizational projects, as requested. •Troubleshoot and resolve data and application software problems as assigned, and for the division or organization as requested. •Demonstrate leading edge skills in the latest areas of new technology. •Work successfully without supervision and, if called upon, consult for the most complex projects. •Maintain systems and programs on a twenty-four by seven basis by aiding user groups in problem resolution and working to resolve software/hardware or system logic problems. •Be customer focused and meet customers’ business requirements and be able to evaluate requirements and makes recommendations. •Complete feasibility studies to solve division or organizational problems or needs. •Assist division or organization managers with administrative tasks and planning on selected projects. •Comprehend team, development and enterprise-wide goals as well as the ability to apply those goals to projects.
Job Requirements: Bachelor's degree (B.A.) in Computer Science or Associates Degree in Applied Science specific to Computer Science, and twelve or more years related work experience; or an equivalent combination of education and work experience.
•A minimum of 6 years of Information Systems experience; •A minimum of 5 years, ideally 6, of enterprise-level programming and/or architecture experience; •A minimum of 5 years experience, ideally 6 years working as Software Architect on large complex projects using Java and J2EE; •A minimum of 5 years experience, ideally 6 years in OO programming (i.e. C++, Java); Must have extensive experience with the entire development life cycle, starting with the analysis, design, construction, implementation, and following it through to the post-implementation phases. The qualified candidate must possess strong communications skills including the ability to work successfully with other large teams in a fast-paced, collaborative environment. •Must have JAVA development experience •Required Experience with Object oriented analysis and design (OOAD) techniques •Required experience with J2EE practices and design patterns and frameworks •Required experience with System Design Life Cycle processes •Required experience developing web front and back ends. •Required experience creating Use Cases and UML Diagrams to drive out requirements. •Required experience working with formal Project Management Practices & Accountabilities •Required experience facilitating design sessions •Required experience in Oracle, SQL •Required experience in Microsoft Office products (Outlook, Word, Excel)
